Speaking at the ceremony, General Secretary To Lam shared his honor and emotion to receive the National Gold Medal - the most noble award of the Party, State and people of Laos. This is a great source of pride for the General Secretary personally and also a vivid testament to the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos - a relationship that has become an exemplary symbol, lasting over time in terms of comradeship and brotherhood.
The General Secretary expressed his gratitude and remembrance to the great President Ho Chi Minh, President Kaysone Phomvihane and beloved President Souphanouvong - those who directly nurtured, built and laid a solid foundation for the special friendship between the two nations with sincere hearts and clear minds, with the aspiration for prosperous development, bringing prosperity and happiness to the people, so that today we are always proud of the loyal and eternal solidarity and friendship between Vietnam and Laos.

The General Secretary expressed his deep gratitude to the Lao Party, State and people for always standing side by side with the Vietnamese Party, State and people throughout the past struggle for national independence, as well as the present cause of protecting, building and developing the country.
The General Secretary emphasized that the spirit of solidarity has become a great strength leading to our glorious victory and peace and independence today and will continue to guide the two countries and peoples of Vietnam and Laos to always accompany each other, sharing the same aspirations and destiny, just like your proverb "Unity is strength".
The General Secretary affirmed that he will continue to work with the collective leadership of the Vietnamese Party and State to make every effort, and with the leadership of the Lao Party and State to foster the "loyal and steadfast" Vietnam-Laos relationship to develop more and more, worthy of the sacrifices and contributions of previous generations, meeting the aspirations of the people of the two countries.
On the morning of December 1, within the framework of his visit to Laos, General Secretary To Lam and General Secretary of the Lao People's Revolutionary Party and President of the Lao People's Democratic Republic Thongloun Sisoulith witnessed the signing ceremony of a cooperation agreement on law and justice for the 2026-2030 period.
Accordingly, the two countries' Ministries of Justice will focus on exchanging experiences in building and perfecting laws and organizing law enforcement; exchanging experiences in building a rule-of-law state; exchanging experiences in the fields of law; civil judgment enforcement; judicial administration; legal dissemination and education; legal aid; registration of security measures; state compensation; international law; arbitration; and mediation.
Along with that is the exchange of experience in applying information technology, digital transformation and artificial intelligence (AI) in building and organizing law enforcement; improving the qualifications and capacity of officials of agencies, units and legal and judicial training facilities of the two sides; promoting and supporting cooperation between localities in border areas as well as other localities...
