This point was mentioned by General Secretary To Lam in his closing remarks at the 11th Central Committee meeting of the 13th Party Congress on the afternoon of April 12th.
Regarding the draft documents for the 14th Party Congress, the General Secretary stated that the Central Committee unanimously agreed on the highest objective of the 14th Congress: to decide on strategic issues to ensure "stability, development, and improvement of the people's living standards."
The Central Committee also agreed on the high demands for the next phase: "high-quality development, rapid development, and sustainable development," and "proactive, self-reliant, and independent development."

As requested by the Central Committee, Party committees, in the process of preparing and organizing their congresses, must focus on thoroughly discussing tasks and solutions to further contribute to the refinement of the Party's 14th National Congress documents and the documents of their own congresses.

According to General Secretary To Lam, the Central Committee unanimously and strongly resolved to "establish a new growth model" and "build a modern national education system on par with the region and the world" as fundamental solutions to overcome the risk of falling behind.
In the new growth model, science and technology, innovation, and national digital transformation will be the main driving forces, with the private sector being the most important driving force of the national economy.
Regarding the organization, drafting, and implementation of the Party Charter, the Central Committee discussed, commented on, and basically agreed upon and approved the draft Guidelines for Personnel Work of the 14th Central Committee; supplemented the personnel plan for the 14th Central Committee; and revised and supplemented the Central Committee's Regulations on the Implementation of the Party Charter; and the Regulations on Party Inspection, Supervision, and Discipline.
According to the General Secretary, the amendments and additions to Directive No. 35 and Conclusion No. 118 of the Politburo on party congresses at all levels leading up to the 14th National Congress of the Party; and the guidelines for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term... were also unanimously agreed upon by the Central Committee.

Referring to immediate tasks, the General Secretary emphasized the need to focus on directing and decisively implementing the tasks of reorganizing and streamlining the organizational structure according to the plans and projects approved by the Central Committee.
In addition, it is necessary to proactively handle tasks related to the arrangement, placement, and utilization of cadres, civil servants, and public employees, ensuring the retention of talented individuals and effectively implementing policies and regulations for those affected.

Once again, the General Secretary emphasized the importance of ensuring that agencies, units, and organizations operate continuously and smoothly before, during, and after the restructuring.
Regarding the organization of congresses at all levels in merged and consolidated localities, the General Secretary stated that we will organize congresses at the commune and provincial levels immediately after the administrative unit reorganization. Therefore, localities need to provide very strict leadership and guidance to ensure that the congresses are conducted in accordance with regulations and are substantive, not merely ceremonial.
According to the General Secretary, the Politburo will issue a new directive to replace Directive 35, providing specific guidance on organizing congresses at all levels in the new spirit. In this directive, the General Secretary noted two additional issues regarding documents and personnel.
For provinces undergoing mergers or consolidations, the General Secretary requested that the Standing Committees discuss among themselves the drafting of the documents for the new provincial congress, taking into account the "expanded development space" of the new province.
"It's not a matter of mechanically combining the documents of the old province into the documents of the new province. The merged communes must also follow this spirit," as directed by the General Secretary.
Regarding personnel matters, the General Secretary pointed out that many officials are concerned about personnel arrangements during mergers and consolidations, as well as personnel arrangements for the Party Congress. According to the Party leadership, central agencies will provide specific guidance on criteria and standards.

"I suggest that the highest standard should be based on job requirements, followed by other criteria. The Standing Committee at the provincial level (in cases of mergers or consolidations) must discuss this matter thoroughly, ensuring high consensus in implementation, especially regarding the appointment of heads of agencies after the merger," the General Secretary instructed.
Furthermore, Party leaders noted the need to ensure the roadmap and progress, as well as the procedures for amending the legal framework, the timing of the termination of district-level operations, the merger of communes, and the reorganization and merger of provinces, as stipulated in the adopted Resolution.
Immediately after this Conference, the General Secretary requested the Central Steering Committee for the Review of Resolution 18 to convene a meeting to concretize the necessary tasks, develop a plan and roadmap for implementing the tasks in the coming period, and assign members of the Politburo and the Secretariat to direct, guide, inspect, and supervise the implementation.
He stated that next week, the Politburo and the Secretariat will hold a national conference of cadres to disseminate and unify understanding and implementation methods throughout the entire political system regarding the policies recently adopted at the 11th Central Committee meeting.
According to the General Secretary, the Politburo will also soon issue a Resolution on reforming the work of lawmaking and enforcement to meet the requirements of development in the new era; a Resolution on developing the private economy to create new impetus, along with Resolution 57 on breakthroughs in science and technology development, innovation, and national digital transformation; and Resolution 59 on international integration in the current situation.
The goal he emphasized was to resolutely achieve GDP growth of 8% or more by 2025, creating a foundation for continuous double-digit growth in the following years.
Looking further ahead, the General Secretary mentioned the goal of striving for Vietnam to become a developed country with modern industry and upper-middle income by 2030; and a developed country with high income by 2045.
"The tasks ahead are immense, the realities of life are demanding, the people and Party members are waiting, the tasks ahead are very heavy and difficult. I think this is a great challenge, but also an opportunity for each member of the Central Committee to demonstrate their sense of responsibility to the Party, to the country, and to the people," the General Secretary shared.
