On the night of October 9 and the morning of October 10, implementing the directive of Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People's Army, on supporting people in areas affected by natural disasters and floods caused by the circulation of storm No. 11 in heavily affected provinces, the General Department of Logistics and Technology requested the Quartermaster Department to prepare well in terms of quality, packaging... to support people in the provinces: Cao Bang, Bac Ninh , Lang Son, Thai Nguyen.
Specifically, 10,000 printed blankets, 10,000 tulle curtains, and 2,000 sets of military uniforms were provided to the people.

The leaders of the General Department of Logistics and Engineering also requested the Department of Quartermaster and the Department of Motorcycles and Transport to closely coordinate with agencies and units of Military Region 1 in transporting, receiving, distributing, and ensuring compliance with the direction of the Ministry of National Defense . At the same time, research and study civilian clothing models, report to the Head of the General Department for approval to report to the Head of the Ministry of National Defense for approval, and deploy the sewing of 20,000 sets (expected to be completed before October 15, 2025); research and propose dry food packaging models (design, weight, ...) suitable for relief work.
The Department of Motorcycles and Transport prepares well the forces and means, organizes the transportation of goods to be delivered to Military Region 1 (according to the contract between the Quartermaster Department and the unit), ensuring absolute safety for people, vehicles and goods.

Lieutenant Colonel Phung Van Hoi, Deputy Head of Warehouse 205 (Military Supply Department) said: "Following the instructions of superiors, on the night of October 9, the unit prepared forces, vehicles, and organized scientific arrangement of relief goods, ensuring that loading and unloading took place quickly. Warehouse officers and staff organized 24/7 military supplies distribution, with the hope that relief goods would reach the people as soon as possible."

According to the plan, the Quartermaster Department coordinated with the Department of Motorcycles and Transport to deliver 4,000 printed blanket covers, 4,000 personal curtains, 1,000 sets of civilian uniforms to the Thai Nguyen Provincial Military Command; deliver 3,000 blanket covers, 3,000 curtains, 500 sets of civilian uniforms to the Bac Ninh Provincial Military Command; deliver 3,000 blanket covers, 3,000 curtains, and 500 sets of civilian uniforms to the Lang Son Provincial Military Command and the Cao Bang Provincial Military Command.
The units will organize to receive and distribute relief to the people.
