On the afternoon of August 7, in Ha Long City, the Provincial People's Committee held an online conference to summarize 5 years of implementing Plan 168/KH-UBND dated July 23, 2019 of the Provincial People's Committee to implement Resolution No. 15-NQ/TU dated April 23, 2019 of the Executive Committee of the Quang Ninh Provincial Party Committee on "Developing seaports and seaport services in the province to 2025, with a vision to 2030". Comrade Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee chaired the conference; representatives of departments, branches, localities and a number of related units attended the conference.

Over the past 5 years, despite being heavily affected by the Covid 19 pandemic... however, with the efforts of the entire political system, the business community and the people, the implementation of Resolution No. 15-NQ/TU dated April 23, 2019 of the Provincial Party Committee, the seaport economy and seaport services of Quang Ninh have basically developed in the right direction, achieving positive results. Over the past 5 years, the total revenue of seaport services in the province reached over 14,800 billion VND; The total output of goods passing through the port reached about 680 million tons, equal to 107.87% of the target by 2025. The total volume of sea transport passengers reached over 170,300; sea and island tourists reached 54.4 million. Administrative reform and application of information technology to reduce the time for handling customs procedures and managing port operations have been basically completed as required. Of which, the customs clearance time for imported goods has been reduced by 6 hours and 50 minutes; for exported goods, it has been reduced by 2 hours and 19 minutes. Attracting investment in developing seaports and seaport services continues to achieve many positive results; on average, for every 1 VND of investment capital from the provincial budget, 8.73 VND of non-budget capital is attracted for the seaport sector...

Discussing at the conference, representatives of departments, branches, localities and a number of enterprises clarified the limitations, shortcomings and lessons learned after 5 years of implementing Resolution No. 15-NQ/TU dated April 23, 2019 of the Provincial Party Committee; at the same time, proposed many solutions to continue developing seaports and seaport services in the province. Opinions focused on proposing to continue investing in completing synchronous and modern connecting traffic infrastructure. Improving management capacity, maximizing the capacity of effective ports, especially in Cam Pha and Cai Lan areas. Proposing to issue strong enough policies and mechanisms of the province to attract investment in economic zones, creating a source of goods for shipping lines to handle goods at Quang Ninh ports. Focusing on attracting and calling on businesses with experience, financial capacity and ideas to synchronously invest in the seaport system, logistics, and multi-type business services according to international standards. Implement solutions to connect training needs between vocational training institutions and enterprises operating in seaports and seaport services. Review and add occupations in the field of seaports and seaport services to the list of occupations encouraged for training in the province. Issue solutions to attract workers inside and outside the province to work in the field of seaports and seaport services, industrial parks, economic zones, and at the same time develop follow-up solutions such as housing policies, cultural institutions, worker villages, schools associated with worker villages... to create trust and stabilize the lives of workers in order to "retain" workers to work with peace of mind in Quang Ninh.
Concluding the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, requested the Department of Planning and Investment to absorb the opinions discussed at the conference; continue to synthesize, analyze and evaluate the reported data of localities, departments, branches and units to complete the report to submit to the Party Committee of the Provincial People's Committee to advise the Standing Committee of the Provincial Party Committee to conduct a summary assessment of the implementation of Resolution No. 15 of the Provincial Party Committee. He also requested localities, agencies and units to continue to review the implementation of the contents of Resolution No. 15 of the Provincial Party Committee according to assigned tasks, synthesize difficulties and obstacles to resolutely and drastically remove them and successfully implement the goals set out in the resolution by 2025.
