Summary of civil and administrative judgment enforcement work in 2025, implementation of directions and tasks in 2026

On the afternoon of November 27, the Provincial People's Committee held a conference in person and online to summarize the work of civil and administrative judgment enforcement in 2025, and deploy the implementation of directions and tasks in 2026. Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Civil Judgment Enforcement Steering Committee chaired the conference.

Attending and giving directions were comrade Nguyen Thang Loi - Member of the Standing Committee of the Party Committee of the Ministry of Justice , Director of the Department of Civil Judgment Enforcement Management; leaders of Departments, branches and 130 communes and wards at the bridge points.

Civil and administrative enforcement work has achieved and exceeded 13/13 assigned targets and tasks.

Head of the Provincial Civil Judgment Enforcement Department Pham Quoc Nam reported on the summary of civil and administrative judgment enforcement work in 2025.

In 2025, thanks to the good performance of State management, civil judgment enforcement activities in the province continued to have many positive changes in a sustainable direction, all assigned targets and tasks were achieved and exceeded. The leadership and direction of state management of civil judgment enforcement and administrative judgment enforcement (CJE) by Party committees and authorities at all levels were strengthened, tightened and effective. The key role of the CJE agency was increasingly affirmed in proactively implementing tasks in a timely and effective manner; mobilizing the participation of all levels and sectors in the political system to participate in coordinating the implementation of judgment enforcement tasks; Maximizing the effectiveness of the model "Skilled mass mobilization in CJE" in the area with a rate of 99% of cases being resolved through skillful mobilization and persuasion of skillful mass mobilization. Thanks to that, the CJE and CJE work achieved and exceeded 13/13 groups of assigned targets and tasks.

Specifically, the province has completed 15,718 cases/VND 1,059 billion (exceeding 1.70% in cases, 2.17% in money compared to the assigned target), the results of which are 1.43% higher than the national results; monitoring the execution of administrative judgments reached 100%; the recovery of lost assets in criminal cases of economic corruption and debts of credit institutions was higher than in 2024. The work of receiving citizens, handling complaints and denunciations was seriously implemented. Digital transformation and application of information technology were effectively applied in professional activities and management and direction. Timely arrangement and stabilization of the 1-level THADS agency according to the new model and implementation of tasks according to instructions to avoid interruptions in work.

Representatives of the Provincial Police discussed the coordination work of protecting and destroying evidence in recent times.

At the conference, representatives of departments, branches, communes and wards reported on the results achieved; pointed out the limitations, shortcomings, difficulties and obstacles; from there, proposed practical, innovative and drastic solutions to complete the plan and targets for 2026.

The Director of the Civil Judgment Enforcement Department suggested that the province needsto further strengthen the comprehensive leadership of the Party Committee over the activities of civil judgment enforcement agencies in the province. In the work of leadership, direction, management, and leadership ofthe Civil Judgment Enforcement Department, leaders of the regionalCivil Judgment Enforcement Departmentsmust closely follow local political tasks, do a good job of advising the Provincial Party Committee, People's Council, and Provincial People's Committee in leading, directing, managing, inspecting, and supervising thecivil judgment enforcement workof the province.

At the same time, build a clean and strongTHADS agency. Strengthen political, ideological, disciplinary and orderly education. Synchronously deploy management, inspection, supervision, training and professional development measures. Determined to build a team of enforcement officers with deep expertise, steadfastness, integrity and moral qualities, and a spirit of serving the people.

Investing in human resources and ensuring conditions for human resources and facilities for regionalTHADS activities; this is an important and key task of the whole industry in the period 2026 - 2030. In the immediate future, it is necessary to coordinate in reviewing and re-evaluating staff resources, proposing personnel measures, allocating staff, assigning enforcement officers, requirements for training, professional development, digital transformation at affiliated regional enforcement offices; evaluating and proposing investment in headquarters, evidence warehouses, information technology infrastructure and conditions to ensuresmooth and effective operations of regionalTHADS offices.

Along with that, continue to strengthen inspection and self-inspection work, do a good job of receiving citizens, resolving complaints and denunciations, immediately correct shortcomings and violations discovered during the process of receiving citizens; promptly and legally resolve complaints and denunciations, especially those that the public is interested in and reflects on.

Continue to review, arrange, and perfect the team of civil servants, leaders, and arrange enforcement officers scientifically, reasonably, and effectively, strictly implementing Party and State regulations on personnel work, implementing planning, training, rotation, mobilization, evaluation, and appointment combined with job position conversion. Determinedly and resolutely promote digital transformation in theTHADS system, aiming for the goal of an electronic, modern, and transparentTHADS agencyand considering this a breakthrough in management, direction, and operation...

Promote emulation movements and strengthen coordination of THADS and HC at the grassroots level

Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Bui Thanh An requested the Provincial THADS to thoroughly grasp and implement Party documents, State laws, and instructions from the Industry and local authorities on THADS and HC work; continue to seriously and effectively implement and ensure the completion of THADS targets and tasks, and monitor assigned THAHC. Do a good job of advising the Party Committee and authorities on leadership, direction, and state management of THADS and HC. Continue to synchronously and effectively implement the Central's instructions on digital transformation and application of information technology in THADS work to reform administration and strengthen management of all aspects of the Industry's work according to Resolution No. 57-NQ/TW. Timely perform tasks related to THADS work to serve national digital transformation in the period of 2025 - 2030, with a vision to 2030.

At the same time, issue plans and launch emulation movements on THADS and HC work widely in the local political system to attract the active participation of all levels and sectors in coordinating THADS and HC organization in the province. Thereby, promptly commend and reward collectives and individuals with outstanding achievements to encourage and motivate THADS and HC work in the province.
