President Joe Biden wrote: “I would like to congratulate President To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam. Nearly a year ago, Vietnam and the United States established a Comprehensive Strategic Partnership – marking a new era of strong cooperation between our two countries.
