With the advantage of having most of its communes and wards located along the coast, Ha Long City has consistently focused on improving the effectiveness of state management in the development of seaports and port services (logistics) in the area over the years.
Mr. Nguyen Ngoc Thanh, Director of the Quang Ninh Maritime Port Authority, said: Quang Ninh in general, and Ha Long City in particular, have promptly and effectively implemented the Government's directives, removing bottlenecks in economic development, and accompanying and creating favorable conditions for businesses to develop and expand production and business. Administrative reform efforts focusing on improving the quality of port services are increasingly being emphasized...

Reportedly, Ha Long City has intensified propaganda efforts, raising awareness and comprehensive leadership from Party committees and authorities at all levels; mobilizing people and businesses to understand the role and significance of developing seaports and port services for socio-economic development in the area. At the same time, it encourages, facilitates, and supports businesses from all economic sectors to participate in investing in, constructing, managing, and operating seaports and port services in the area through various forms as prescribed by law.
To support businesses investing in the development of port services, the city, in coordination with relevant departments and agencies, participates in the Japan Desk Quang Ninh; responds to requests from the Ha Long Tourist Boat Association regarding the construction of new tourist boats in Ha Long Bay and Bai Tu Long Bay; and supports the establishment and development of new businesses in the area. From 2023 to the present, the city has seen the establishment of nearly 2,000 new businesses.
Alongside this, Ha Long City continues to promote administrative reform, improve the investment and business environment, and create favorable conditions for businesses in their production and business activities and the development of port services. In 2023, Ha Long led the 13 districts, towns, and cities in the province in three indicators: PAR INDEX, DDCI, and DTI. 100% of administrative procedures under the city's jurisdiction are strictly controlled. The administrative procedure processing system is interconnected between the provincial public service portal and the national public service portal. The rate of applications processed correctly and ahead of schedule reached over 99%.
The city continues to coordinate with the Hon Gai Port Customs Branch in resolving administrative procedures for goods at the ports. Thanks to the provision of online public services at levels 3 and 4 for customs procedures, the time for customs clearance has been significantly reduced, creating favorable conditions for import and export businesses and units.

Along with that, the system of seaports and inland waterways in the city has gradually been invested in a comprehensive manner, basically meeting the requirements for serving trade, import-export services and welcoming tourists for businesses. Currently, Ha Long City has the Cai Lan deep-water port system with 7 berths; Ha Long International Passenger Port; and Tuan Chau International Passenger Port. In addition, there are specialized port facilities, such as: B12 Oil Port, Thang Long Cement Plant, Thang Long Thermal Power Plant, and Ha Long Cement Plant.
The city continues to attract investment to develop services at international passenger ports, focusing on Ha Long International Passenger Port with its modern and integrated infrastructure, built to international passenger port standards. The passenger port area is operated under a "one destination, multiple amenities" model, including a terminal, restaurants, souvenir shops, etc., all closely linked, synchronized, and modern, forming a comprehensive service supply chain.
In addition, Ha Long City currently has Quang Ninh Port and CICT Port. These are both national general cargo ports, regional hubs of level I. Quang Ninh Port is oriented towards handling bulk cargo; CICT Port specializes in handling container cargo, combined with bulk cargo.
Along with the development of the seaport system, warehousing and cargo handling services in Ha Long City are gradually being established and invested in. The city is continuing to coordinate and promote the development of freight forwarding services, post-port services at Cai Lan general port; customs clearance agency services (currently there are 12 customs clearance agencies in the Ha Long area); tugboat and ship towing support services, development of connecting transportation infrastructure; development of industrial cluster infrastructure, etc.
Thanks to strengthened state management of port development and port services, the average total cargo throughput at ports reached approximately 14 million tons per year, accounting for 11.3% of the total cargo throughput of the entire province. The total import and export turnover of goods through ports in the city area during the period 2019-2023 reached 35,581.8 million USD.
