With the advantage of most communes and wards located along the coast, in recent years, Ha Long City has always focused on improving the effectiveness of state management in the development of seaports and seaport services (logistics) in the area.

It is known that Ha Long City has promoted propaganda, raised awareness and comprehensive leadership of Party committees and authorities at all levels; mobilized people and businesses to realize the role and significance of seaport development and seaport services for socio-economic development in the area. At the same time, encouraged, created favorable conditions, and supported businesses of all economic sectors to participate in investment in construction, management and exploitation of seaports and seaport services in the area in many forms according to the provisions of law.
To support businesses investing in developing seaport services, the city coordinates with departments and branches to participate in the Japanese business support department (Japan Desk Quang Ninh); responds to the proposal of the Ha Long Tourist Boat Association on building new tourist boats in Ha Long Bay and Bai Tu Long Bay; supports the establishment and development of new businesses in the area. From 2023 to present, the city has nearly 2,000 newly established businesses.
Along with that, Ha Long City continues to promote administrative reform, improve the investment and business environment, create favorable conditions and environments for enterprises in production and business activities, and develop seaport services. In 2023, Ha Long will lead 13 districts, towns and cities across the province in 3 indexes: PAR INDEX, DDCI and DTI. 100% of administrative procedures under the city's jurisdiction are strictly controlled. The administrative procedure settlement system is interconnected between the provincial public service portal and the national public service portal. The rate of records settled correctly and before the deadline is over 99%.
The city continues to coordinate with the Hon Gai Port Customs Branch in handling administrative procedures for goods at the ports. Thanks to the provision of online public services at levels 3 and 4 for customs procedures, the time for customs clearance of goods is significantly reduced, creating convenience for businesses and import-export units.

Along with that, the system of seaports and inland waterway ports in the city has been gradually invested synchronously, basically meeting the requirements of serving commercial services, import-export and welcoming tourists of enterprises. Currently, in Ha Long city, there is a Cai Lan deep-water port system including 7 wharves; Ha Long International Passenger Port; Tuan Chau International Passenger Port. In addition, there is a system of specialized ports, such as: B12 Oil Port, Thang Long Cement Factory, Thang Long Thermal Power Plant, Ha Long Cement.
The city continues to attract investment in developing services at international passenger ports, focusing on Ha Long International Passenger Port with international passenger port standards and modern, synchronous infrastructure investment. The passenger port area is exploited according to the model of "one destination, many utilities", including stations, restaurants, souvenir shops... closely linked, synchronous, and modern into a service supply chain.
In addition, currently in Ha Long City, there are also Quang Ninh Port and CICT Port. These are both national general ports, regional hubs of level I. In which, Quang Ninh Port specializes in bulk cargo; CICT Port specializes in container cargo, combined with bulk cargo.
Along with the development of the seaport system, warehouse rental and cargo handling services in Ha Long City are gradually taking shape and investing. The city is continuing to coordinate to promote the development of freight forwarding services, post-port services at Cai Lan general port; customs clearance agency services (currently there are 12 customs clearance agencies in Ha Long area); towing and supporting services for towing ships, developing connecting traffic infrastructure; developing infrastructure of industrial parks...
Thanks to the strengthening of state management of seaport development and seaport services, the total cargo throughput through the port averages about 14 million tons/year, accounting for 11.3% of the cargo throughput through the port of the whole province. The total import-export turnover through the port in the city in the period of 2019-2023 reached 35,581.8 million USD.
