After the merger, the (new) Hai Phong city is expected to become a new growth pole, promoting its role as a driving force in the key economic region of the North.
Therefore, one of the key tasks the city has identified and focused on implementing is to realize the target of double-digit economic growth, accelerate investment attraction and create momentum for the next phase.

According to statistics, after the merger, the total natural area of Hai Phong City (new) will exceed 3,194 km², with a population of about 4.5 million people.
With a new and open development space, Hai Phong City has the foundation and conditions to better promote its potential and advantages to be worthy of its role as a driving force for the development of the region and the whole country.
Not only is it the gateway to the sea of the North, Hai Phong City also consolidates its important geopolitical and economic position in intra-regional, inter-regional and international economic corridors such as: North-South economic corridor; Kunming (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh (Vietnam) economic corridor; Nanning (China) - Lang Son - Hanoi - Hai Phong - Quang Ninh (Vietnam) economic corridor; Quang Ninh - Hai Phong - Hung Yen - Ninh Binh coastal economic corridor...
Hai Phong City owns a modern seaport system, especially Lach Huyen Port - the first deep-water port in the North, along with Cat Bi International Airport and a convenient transportation network connecting with provinces and cities in the region. The city also has many industrial parks and economic zones that have been planned and developed synchronously, attracting many multinational corporations to invest.

Meanwhile, with a favorable geographical location between Hanoi and Hai Phong, a large industrial land fund, abundant human resources and competitive costs, Hai Duong province (old) has been, is and will become an attractive "strategic satellite" for many supporting industry and high-tech corporations.
With the above advantages, the central position of the economic corridors will continue to be strongly promoted when Hai Phong (old) and Hai Duong (old) were both large industrial production centers in the North, both identifying high-tech industry as the main pillar of the economy.
After the merger, Hai Phong (new) currently has 26 operating industrial parks, attracting about 1,600 foreign investment projects.

According to the industrial park planning until 2030, Hai Phong and Hai Duong after the merger will have 46 industrial parks with a total area of nearly 12,000 hectares. Hai Phong with its system of seaports, airports and modern industrial parks and economic zones will be the gateway for import and export of goods, while Hai Duong with its large land fund and abundant labor resources will be the place to develop new industrial parks and economic zones.
With large industrial parks spread out along with the seaport system of Hai Phong, a synchronous value-added chain will be created, capable of strongly attracting FDI capital flows from developed countries to Hai Phong City (new), especially in the fields of manufacturing, high technology, logistics and processing.
At the same time, the development of industrial parks and inter-regional economic zones will promote technology transfer, improve production capacity and add value to products.
This creates a complete “chain”, which is Hai Phong City (old) focusing on high-tech industry, port industry and logistics; while Hai Duong Province (old) plays the role of a production satellite, providing labor and expanding industrial land fund. This connection creates a complete supply chain, reducing logistics costs, increasing operational efficiency and enhancing the competitiveness of the Northern key economic region.
According to the orientation, by 2030, the Southern Coastal Economic Zone will become the main driving force of Hai Phong's economy, reaching 80% of the capacity of Dinh Vu - Cat Hai Economic Zone by 2023, playing an important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, and driving the development of the whole region.
More importantly, this will be the “eagle nest” to welcome the investment wave of large domestic and foreign corporations and enterprises heading to Hai Phong, especially in the chip, semiconductor and electronics industries. From there, it will create a superior advantage for Hai Phong in attracting high-quality FDI capital flows.

In addition, Hai Phong City (new) will also accelerate other industrial park projects, especially the Specialized Economic Zone Project in Binh Giang Ward and Thanh Mien Ward (new Hai Phong City) with a total area of about 5,300 hectares.
Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee affirmed: The Southern coastal economic zone, the new generation free trade zone, the specialized economic zone along with the ecological industrial zones will create a new development momentum to form a comprehensive value chain, increasing export value.
Hai Phong City promises to create a new industrial - service growth pole with leading competitiveness in the Northern region, especially in the field of industry and investment attraction. This is an important lever for Hai Phong City to soon become the leading city in the country in the cause of industrialization - modernization, the driving force for the development of the region and the whole country, together with Vietnam, firmly entering the era of development.
In the coming time, the Hai Phong Economic Zone Management Board will focus on developing 10 - 20 new industrial parks and drastically transforming existing industrial parks into ecological industrial park models; Building at least 5 smart industrial parks, managed by science and technology, leading in digital transformation; Attracting FDI capital in new industrial parks and economic zones during the entire 2025 - 2030 term to reach 15 - 20 billion USD; Striving for the average occupancy rate of operating industrial parks to always be maintained at over 60%.
