Initial effectiveness of the two-tier government model

HNN.VN - On July 17, Chairman of Thuy Xuan Ward People's Committee, Mr. Dang Huu Hai, said that the locality has just completed the issuance and handover of red books to people after officially operating under the new model from July 1. This is also the first ward in Hue City to complete the process of issuing new land use right certificates in a short time, clearly demonstrating the efficiency and flexibility of the administrative apparatus after the rearrangement.

Accordingly, after more than half a month of implementing the two-level local government model, Thuy Xuan ward has recorded clear changes in administrative work, especially in the field of management and granting of land use right certificates to people.

A typical case is the household of Mr. Nguyen Dinh Thang and Ms. Ngo Thi My An. After more than two months of submitting documents at the Thuan Hoa District Public Administration Center (before the merger), in early July, the documents were transferred to the People's Committee of Thuy Xuan Ward. After just over two weeks of receiving and processing, the local government completed the procedures and directly handed over the red book to the family.

“Receiving the red book quickly after the new model came into operation made us very excited and confident in the local government,” Mr. Thang shared.

According to Mr. Dang Huu Hai, in order to prepare for receiving and processing documents effectively, the ward has proactively coordinated with the Department of Agriculture and Environment to organize training on the use of land management software for professional staff. Thanks to that, the procedures are implemented smoothly, ensuring compliance with the law and saving time for the people.

Since the beginning of July, Thuy Xuan ward has received 845 applications, of which more than 90% have been completed online, focusing on granting land use right certificates to people.

Thuy Xuan Ward was merged from 3 localities: Thuy Bieu, Thuy Bang and Thuy Xuan, with a population of over 43,000 people. The rapid stabilization of the organization and effective implementation of administrative procedures in the context of transition shows the determination to reform and put people at the center of service of the new government apparatus. This is an important premise for building a modern, effective and efficient administration in the locality.
