Accordingly, the location of the car was discovered about 200m away from Hong Khe bridge, lane 106 Minh Mang street, Thuy Xuan ward. Due to its difficult to access location, Thuy Xuan ward People's Committee mobilized forces, coordinated with Thuy Xuan ward police, 0 dong rescue team to develop a plan and support the salvage.

Previously, at 11:30 p.m. on October 23, 2025, heavy rain caused the alley 106 Minh Mang Street to be flooded. At this point, the locality had put up warning ropes. However, due to the darkness and unfamiliarity with the road, the taxi entered the dangerous area and the car broke down. While trying to handle the incident, the water rose quickly and flowed strongly, causing the car to be swept away. At this time, the driver had left the car, so there were no casualties.
