For example, according to Mr. Thai Van Tai, Director of the General Education Department, Ministry of Education and Training, reports from many localities show that up to 50% of commune-level administrative units do not have leaders or officials who have worked in the education sector to monitor and manage the state in this field.
The Department of Social Culture of the People's Committee at the commune level lacks staff with in-depth expertise in managing educational activities at schools, leading to difficulties in improving the quality of education and managing the use of civil servants.
When implementing a two-level local government, there is no longer an Education and Training Department. Instead, the Social and Cultural Department of the Commune People's Committee is responsible for implementing educational tasks in the area.
According to Circular 15 of the Ministry of Education and Training, the Department of Social Culture under the People's Committee at the commune level is assigned 16 tasks in the field of education. Including: Advising the commune-level government on managing the team of teachers, educational institution managers, civil servants, and workers; Submitting to the Chairman of the Commune People's Committee a plan to propose the need for the team of teachers and approve job positions, adjust job positions, and structure of civil servants according to professional titles at public educational institutions under its management. At the same time, this agency also manages all information related to the team of teachers, management personnel, and the number of people working at schools and community learning centers under the responsibility of the commune.
