When will the 10,000 billion VND flood prevention project be completed?

At the meeting, voters were interested in the implementation of Resolution 98 on piloting a number of specific policies and mechanisms for the development of Ho Chi Minh City. According to voters, Resolution 98 will help the city have more motivation and proactively make breakthroughs for development, but it is necessary to prepare a team of officials to implement the resolution most effectively.

Voters also recommended that Ho Chi Minh City have solutions to take care of workers' lives, support access to social housing, health insurance policies; strengthen fire prevention and fighting after the particularly serious fire in Hanoi...

In particular, many voters expressed concern about traffic connections from District 7, Nha Be to District 1 because Nguyen Tat Thanh and Nguyen Huu Tho streets are overloaded.

Voters are frustrated that traffic projects such as the Nguyen Van Linh – Nguyen Huu Tho underpass and Nguyen Khoi bridge and road are still at a standstill. In addition to traffic jams, high tides and flooding are also of concern to voters, with many comments.

Voter Nguyen Xuan Binh, Phu My Ward, District 7, expressed that the 10,000 billion VND flood prevention project for the city is also "timid". 2-3 years ago, he heard that there was money and that the project was about to start again, but now it is still dormant. Voter Binh asked, will it be done now, when will it be completed? He also suggested that the city pay attention to resolving it soon to contribute to flood prevention for the areas.

Ho Chi Minh City plans to soon complete flood prevention project

Speaking at the meeting, Chairman of the City People's Committee Phan Van Mai requested that the relevant agencies fully record voters' opinions and resolve them within their scope of responsibility; make recommendations to higher levels, pursue the issue, and work together to resolve it for the sake of people's lives and for local development.

Regarding the 10,000 billion VND flood prevention project, Mr. Phan Van Mai said that this is one of the stuck projects that the city is focusing a lot of effort to resolve. The project has restarted but had to stop due to lack of funding from the investor.

The total volume has been completed more than 90% and only about 10% remains with the amount needed to complete about 1,800 billion VND. However, because the investor does not have enough finance to continue, the bank loan contract is prolonged, and the principal and interest are not paid on schedule, the bank does not continue to lend.

To solve the problem, Mr. Phan Van Mai said that the city proposed an early payment mechanism or a financial mechanism from the city so that investors can complete the project. In 2023, the central and city budgets for public investment are 68,000 billion VND, of which 5,700 billion VND is to pay off the debt for this project, but because the procedures and acceptance have not been completed, the city cannot pay.

Therefore, the City requests a mechanism to use a portion of the 5,700 billion VND associated with the completed and audited volume of the investor with a value of about 3,200 billion VND or the City lends and makes early payment with an amount sufficient for the investor to complete the project. After that, it will audit, accept, and pay according to the contract terms.

Mr. Phan Van Mai added that the city is urgently carrying out this work this year to restart soon. The investor has met and informed the leaders of the City People's Committee that if restarted, it will only take 6 months for the remaining work to be completed. To answer the question of whether this project will continue, the answer is to continue, but when continuing, the capital conditions must be removed.

When asked if the city will stop flooding when the 10,000 billion VND project is completed, Mr. Phan Van Mai said that even after the project is completed, it will not be possible to have a closed system, so at the same time, the city needs to survey and have other measures to promote the value of this project and handle new points.

Regarding flooded areas in Districts 4, 7 and Nha Be District, Mr. Mai suggested that localities need to immediately have solutions to help people's lives improve.
