On the morning of September 29, at the fourth session, the Ho Chi Minh City People's Council passed a resolution to support tuition reduction for preschool children, high school students, and students of general education programs at private educational institutions and preschool and general education institutions affiliated with universities, colleges, and research institutes in Ho Chi Minh City.

The support level is determined by 100% of the tuition fee prescribed by the Ho Chi Minh City People's Council for each level of education for public preschool and general education institutions that are not self-sufficient in regular expenses.

Specifically, the tuition fee support is reduced (for public preschool and general education institutions that have not yet covered their regular expenses): preschool level 180,000 VND/student/month; primary school 80,000 VND/student/month; secondary school 100,000 VND/student/month; high school 120,000 VND/student/month.

Non-public students in Ho Chi Minh City will receive tuition reduction support from the 2025-2026 school year.

In case the tuition fee (supported) as prescribed by the People's Council of Ho Chi Minh City is higher than the tuition fee of private educational institutions, preschool and general education institutions affiliated with universities, colleges and research institutes, the support level is calculated at 100% of the tuition fee of private educational institutions or educational institutions affiliated with those universities, colleges and research institutes.

The resolution on tuition support of the Ho Chi Minh City People's Council takes effect from October 10, but the application period is calculated from the 2025-2026 school year using funding from the Ho Chi Minh City budget according to current decentralization.
