The leaders of the Ho Chi Minh City People's Committee requested units to review and count all projects, backlogs, and construction stops... and have a plan to completely resolve the problems in December 2024.
Series of projects "shelved, exposed to the dew"
In recent years, Ho Chi Minh City has become a large construction site with a series of large and small projects under construction. Among them, many key traffic projects have the mission of changing the urban landscape and reducing traffic pressure for the city.

In the East of Ho Chi Minh City, a series of projects such as Luong Dinh Cua Street, Ho Chi Minh City Ring Road 2, Rach Chiec Sports Complex project, Binh Trieu station... have no known completion date.
The project to expand Luong Dinh Cua Street (Thu Duc City, Ho Chi Minh City) is one of the main roads connecting the eastern gateway of Ho Chi Minh City.
The project started construction in 2015 but had to be halted several times. Now, nearly a decade later, the road is still in disarray, with many unfinished sections affecting traffic.

According to the investor, the main reason for the project's delay is due to problems with site clearance, especially the section from An Phu intersection to Nguyen Hoang Street, which has about 22,000 square meters of land overlapping with the An Phu Development Urban Area project, invested by Thu Thiem Real Estate Joint Stock Company.
Regarding the Rach Chiec Sports Complex project (Thu Duc City), the investment policy has been in place since 1994 with a total estimated capital of nearly 15,000 billion VND. The project is expected to become an Olympic-standard sports facility. However, after three decades, the project is still an empty land, overgrown with grass, and has not been implemented.

Another painful project is the Ho Chi Minh City Ring Road 2. This project was planned more than 15 years ago with a total length of about 64km. Although 50km has been completed, the remaining 14km has not been able to be implemented for many years, including the section through Thu Duc City and Binh Tan District.
Of which, the Beltway 2 section from Pham Van Dong Street to Go Dua intersection has been under construction for many years, invested in the form of BT. Difficulties in payment procedures with investors have caused the project to stop construction for many years.
Or in the South of Ho Chi Minh City, the project to solve tidal flooding in the Ho Chi Minh City area with a total investment of nearly 10,000 billion VND has been completed to 90% but is still exposed to the sun and rain, with no known completion date.
This project was started in mid-2016 with the aim of controlling flooding caused by high tides; proactively responding to climate change for an area of 570km2 with about 6.5 million people on the right bank of the Saigon River. However, nearly 10 years have passed and the project has not been completed. The reason is also due to difficulties in payment procedures with investors.

Other projects in similar situations, such as the section connecting Vo Van Kiet Street to Ho Chi Minh City - Trung Luong Expressway; the project to renovate Xuyen Tam Canal, Doi Canal, Hy Vong Canal... and a series of real estate projects, high-rise apartments, and social housing in the city are also sluggish, even at a standstill.
Handling problems in December
Recently, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai signed a plan to implement measures to handle projects and works that are backlogged, stopped, or behind schedule; and works, headquarters, and offices that are not in use or are not being used effectively.
The Chairman of the City People's Committee requested units to review and clearly define responsibilities for work content, progress, completion time, and implementing agencies and units to serve as a basis for urging, inspecting, monitoring, and evaluating.

For work contents under authority, proactively find solutions to immediately and thoroughly handle problems and issues, and at the same time arrange and mobilize resources to quickly implement projects and works that are backlogged, have been suspended for a long time, are behind schedule, and put into operation and use to effectively promote project objectives.
Arrange for effective use of office buildings and headquarters in the area, especially for office buildings and headquarters after administrative unit arrangement.
For matters beyond authority, promptly review and clearly report on issues related to policies and mechanisms and legal regulations; propose solutions for handling, responsible agencies to resolve and competent authorities to decide, report to the Prime Minister , the City People's Committee and competent agencies for timely consideration and direction.
Mr. Mai especially requested to strictly handle the responsibility of organizations and individuals who caused the situation of projects and works being backlogged, delayed for a long time, causing waste of resources; replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, or push things away...
The city leaders requested that by November 25, project groups and works will be classified, authority and procedures determined, and focal agencies assigned to handle problems. At the same time, a detailed plan will be developed to handle problems in December.
Ho Chi Minh City People's Committee established a working group to resolve pending projects for implementation, completion, and putting into use to prevent waste and loss.
The working group is led by Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, as head of the group; Ms. Le Thi Huynh Mai, Director of the Department of Planning and Investment, as permanent deputy head; and Mr. Dang Quoc Toan, Chief of Office of the Ho Chi Minh City People's Committee, as deputy head.
The working group is responsible for directing and implementing the Prime Minister's telegram on focusing on resolving backlog projects, stopping construction, urgently implementing, completing, and putting them into use to prevent waste and loss.
