This guiding viewpoint was given by Prime Minister Pham Minh Chinh when delivering his concluding remarks at the 6th Conference of the Red River Delta Coordination Council (Council) on the morning of September 20.
The Red River Delta is a particularly important strategic area in terms of politics , economics, culture, society, national defense and security of the whole country. This is also one of the two most dynamic economic regions in Vietnam, a growth pole that plays a decisive role in the development of the whole country.
In the context of many challenges, the Red River Delta economy still leads the country in many fields. The economic growth rate (GRDP) of the region in the first 6 months of 2025 reached 9.32%, higher than the national average and leading among the 6 economic regions.

In the first 8 months of 2025, the region was a bright spot in attracting foreign direct investment (FDI), reaching 5.4 billion USD. This region also ranked first in state budget revenue, reaching over 814,600 billion VND, accounting for 46.8% of the country's total revenue.
In particular, localities with strong breakthroughs, leading or among the top in the country in fields such as Hai Phong, Quang Ninh, Bac Ninh, Ninh Binh, all achieved growth rates of 10.5-11.2%.
Of which, Bac Ninh leads the country in attracting FDI capital; Hanoi ranks second in the country in state budget revenue with 473,400 billion VND; Ninh Binh ranks third in the country in disbursement of public investment capital, with 90.5%...
However, the region still has some bottlenecks such as after the merger, the transition to implementing planning in provinces and cities is somewhat confusing; the progress of implementing key projects, especially regional linkage projects such as the Ninh Binh - Hai Phong expressway, Ring Road 4 - Capital Region, and Quang Ninh border gate economic zone projects is still slow...
In the coming time, Prime Minister Pham Minh Chinh requires the region to implement 3 pioneering actions.
Firstly, it is a pioneer and a breakthrough in rapid and sustainable development, improving the material and spiritual life of the people.

Second, being a pioneer and exemplary role model in restructuring the economy towards increasing the proportion of industry and services and innovating the growth model towards developing a green economy, digital economy, and circular economy.
Third, pioneering in building and operating a two-level local government, in the direction of creating development, serving the people, enhancing and consolidating the trust and investment efficiency of domestic and foreign investors.
Paying attention to the issue of infrastructure development, especially in transportation, telecommunications, energy, culture, education, sports, health care, etc., the Prime Minister emphasized the viewpoint of developing each locality but at the same time must link together to most effectively exploit shared infrastructure.
Realizing that resources are owned by the entire people, the Prime Minister affirmed that the State is the representative owner, so the use, allocation and determination of prices are by the State according to market principles and under State management. "Do not allow the situation of handing over common construction material mines to the private sector and then allowing hoarding and price hikes to occur," the Prime Minister reminded.
Regarding the planning issue, the Prime Minister stated that there is national planning, regional planning, sectoral planning, and local planning, and each level, sector, and agency must be responsible according to their authority, promote decentralization, and eliminate cumbersome procedures.
Regarding resources, the Prime Minister requested to boost revenue growth, save expenditures, cut unnecessary expenses, reduce the proportion of regular expenditures, and increase the proportion for development investment.

Along with that, the head of the Government directed the creative application of BT and BOT mechanisms in infrastructure development; strongly mobilized total social investment, ensuring equal access to the country's resources...
On the other hand, the Prime Minister requested urgent handling of backlogged and prolonged projects to free up resources; actively and proactively resolving problems related to procedures, planning, bidding, auctions, etc.
According to the Government leader, the Red River Delta needs to proactively promote connections between localities in the region and with other regions, expand international connections, in which Quang Ninh should immediately deploy a cross-border economic cooperation zone to connect with the large Chinese market.
The Prime Minister emphasized the determination to turn the Red River Delta into one of the most important driving forces of the country, together with the Southeast region, creating momentum and inspiration for other regions, contributing to promoting rapid and sustainable growth of the country in the coming period.
