For on-site personnel, the Department of Education and Training stipulates: Officials who meet the conditions, standards and are in the planning for the position requiring the recruitment exam, are working at the agency or unit in need of appointment; Officials in the planning source for the position requiring the recruitment exam, meet the conditions and standards for appointment must register for the recruitment exam...

For candidates from other places, the condition is that they must be civil servants and public employees working in agencies and units in Ho Chi Minh City, meet the conditions, standards and be in the planning of positions equivalent to the selected position, and are entitled to register for the recruitment.

Candidates must have a university degree or higher with a major or expertise appropriate to the industry or field of work; Have basic information technology skills and be able to use foreign languages at a level equivalent to level 2 of the Vietnamese foreign language competency framework; Have been appointed to the rank of specialist or equivalent or higher or a corresponding professional title of level 3 or higher; Have a certificate of training program, fostering leadership and management skills at the department level or equivalent; Have a political theory level of intermediate level or equivalent or higher.
