According to Mr. Lam Dinh Thang, Director of the Department of Science and Technology (DOST) of Ho Chi Minh City, the city's startup ecosystem has made an impressive leap forward. Specifically, StartupBlink recently announced that Ho Chi Minh City moved up one rank compared to 2024, ranking 110th in the world, leading the three major cities in Vietnam (Hanoi, Ho Chi Minh City, Da Nang). At the same time, for the first time, the city entered the top 5 most dynamic creative startup ecosystems in Southeast Asia.
This achievement motivates Ho Chi Minh City to continue to promote investment, promote the development of the business community, and contribute to the overall economic growth. In addition, research results from the Institute of Regional Economics and the Ho Chi Minh City Faculty of Economics show that the contribution rate of Total Factor Productivity (TFP) to economic growth is increasing, of which science and technology accounts for about 74%.
In May, the city also announced 14 major problems to attract investment, and organized many community activities, competitions, forums and AI training programs for civil servants, demonstrating its determination to apply technology in management and development.
This affirms that the investment of the state budget and society in science and technology in recent times has made a positive contribution to the economic growth of Ho Chi Minh City, consolidating the city's development orientation in the future.
Regarding digital transformation, the Ho Chi Minh City Department of Science and Technology and other units have completed the survey, prepared infrastructure and information systems for the two-level government model, expected to be implemented on July 1, 2025, in parallel with the merger of three provinces and cities on August 15. The city is ready to train ward and commune officials in the coming time.
The basic technical systems and platforms are ready for operation, with phase one of the project having been tested and will continue to be completed. Ho Chi Minh City will also fully integrate into the National Public Service Portal before July 1.
In addition, the Department of Science and Technology is deploying a new feedback portal similar to portal 1022, helping departments, wards and communes in Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau to reflect and promptly handle arising issues. With the expanded scale after the merger, the monitoring of the implementation of Resolution 57 will be digitized through the task management platform system, expected to launch in June.
