Merger plan approved, Nha Trang reduces 5 administrative units
Currently, Nha Trang City has 27 commune-level administrative units, including 19 wards and 8 communes. According to the arrangement plan, in the period of 2023 - 2025, there will be 12 commune-level administrative units subject to arrangement, including: 10 wards (Tan Lap, Phuong Son, Phuong Sai, Van Thang, Vinh Tho, Xuong Huan, Van Thanh, Phuoc Tien, Phuoc Tan, Phuoc Hoa) and 2 communes (Vinh Hiep, Vinh Thanh).
Nha Trang City will arrange many commune-level administrative units in the period 2023 - 2025
Of which, 2 wards, Phuoc Hoa and Vinh Tho, are subject to rearrangement but due to special factors, they are not subject to rearrangement; 2 wards, Xuong Huan and Tan Lap, are subject to encouraged rearrangement.
Nha Trang City will merge the natural area and population of Phuong Son Ward into Phuong Sai Ward. The new administrative unit's headquarters is expected to be located in Van Thanh Ward. After the arrangement, the new administrative unit will have a natural area of 0.83 km² (15.09% of the standard). Population: 23,025 people (329% of the standard). The number of ethnic minorities: 220 people, accounting for 0.96%.
Enter the original natural area and population size of Xuong Huan Ward, Van Thanh Ward and Van Thang Ward. The new administrative unit's head office is expected to be located in Van Thanh Ward. After the arrangement, the new administrative unit will have a natural area of 1.35 km² (24.55% of the standard). Population size: 34,070 people (487% of the standard). The number of ethnic minorities: 261 people, accounting for 0.77%.
Enter the original natural area and population size of Phuoc Tien Ward, Phuoc Tan Ward and Tan Lap Ward. The new administrative unit's headquarters is expected to be located in Phuoc Tien Ward. After the arrangement, the new administrative unit has a natural area of 1.34 km² (24.36% of the standard). Population size: 47,486 people (678% of the standard). The number of ethnic minorities: 404 people, accounting for 0.85%.
The merger of the above administrative units is based on Article 1 of Resolution 35/2023/UBTVQH15 dated July 12, 2023 of the Standing Committee of the 15th National Assembly on the arrangement of administrative units at district and commune levels in the period 2023 - 2030. The above wards have a natural area of less than 20% and a population size of less than 300% of the regulations, and are adjacent administrative units.
Thus, if the merger plan is approved, the number of commune-level administrative units in Nha Trang City before the arrangement is 27 units (including 19 wards and 8 communes). After the arrangement, there will be 22 units (including 14 wards and 8 communes), a decrease of 5 units.
Why have some wards and communes not proposed to merge?
Besides, in the above plan, Nha Trang City People's Committee also proposed not to arrange for Vinh Tho Ward, Phuoc Hoa Ward, Vinh Hiep Commune and Vinh Thanh Commune even though they are in the merger area.
The reason is that Vinh Tho Ward is one of 11 communes and wards on the list of key national defense areas in Nha Trang City. If Phuoc Hoa Ward merges with Phuoc Hai Ward, the population will be: 43,689 people, reaching 624% of the standard; if merged with Vinh Nguyen Ward, the population will be: 41,402 people, reaching 591% of the standard.
After rearranging commune-level administrative units, Nha Trang City only has 22 units left, 5 units less than before.
On the other hand, in the ward, most of the land area belongs to the old airport area, currently managed by the Air Force Officer School (under the Ministry of National Defense ), the implementation of the arrangement will be difficult because it is related to national defense land. In addition, Phuoc Hoa Ward is one of the central wards of Nha Trang City, will receive most of the land area from the old airport area, this area is planned to become international-class commercial, service and tourism urban areas, so there is a lot of room for development, will attract a large number of immigrants, so the expected population size by 2030 will reach over 21,000 people (over 300% compared to the standard).
As for the two communes of Vinh Hiep and Vinh Thanh, the reason for not proposing the arrangement is because Nha Trang City has currently developed a Project to adjust the General Planning of Nha Trang City to 2040 and submitted it to the Prime Minister and the Ministry of Construction for appraisal and approval; in which, the orientation to 2030 is to focus on upgrading communes to meet the standards for establishing wards (including Vinh Hiep and Vinh Thanh communes); achieving an urbanization rate of 95%.
In the plan to arrange administrative units, Nha Trang City People's Committee also said that the city has 3 cases of commune-level administrative units formed after the arrangement that do not meet the standards of natural area and population size. Specifically, Phuong Sai Ward (merging Phuong Son Ward and Phuong Sai Ward); Xuong Huan Ward - Van Thanh - Van Thang and Phuoc Tien Ward - Phuoc Tan - Tan Lap.
The reason is that some wards adjacent to Phuong Sai Ward have merged with other wards, and if merged with Phuoc Hai Ward and Ngoc Hiep Ward, the population after the merger will be very large, causing difficulties for management work later.
As for Ward Xuong Huan - Van Thanh - Van Thang and Ward Phuoc Tien - Phuoc Tan - Tan Lap, because they were merged from 3 administrative units, the population and area standards are not applied.
Regarding the implementation roadmap, in 2024, Nha Trang City will complete the arrangement of commune-level administrative units for the period 2023 - 2025. Proposal to establish 2 districts Cam Lam and Cam Ranh
Previously, Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, had a document reporting to the Party Committee of the Provincial People's Committee on the urban development orientation policy to serve the work of establishing the Khanh Hoa Province Urban Development Program to 2030, with a vision to 2045.
Through the survey, the Provincial Department of Construction found that the feasible and reasonable solution is to upgrade Cam Ranh City and Cam Lam District into two districts.
These two administrative locations are both located in the south of Nha Trang City, with the advantage of the sea.
In addition, Khanh Hoa also established two new towns including Dien Khanh Town and Van Ninh Town based on the population and area of Dien Khanh and Van Ninh districts.
Thus, the urban development orientation of Khanh Hoa province will maintain 9 district-level administrative units including: Nha Trang city; 2 districts of Cam Ranh and Cam Lam; 3 towns: Ninh Hoa, Dien Khanh and Van Ninh; 3 districts: Khanh Son, Khanh Vinh and Truong Sa.
