The weather in Ho Chi Minh City will be partly cloudy to mostly cloudy, with intermittent sunshine during the day. To proactively respond to all situations and minimize damage caused by Typhoon No. 3, the Chairman of the People's Committee of Ho Chi Minh City has directed: Heads of city departments and units, and chairmen of the People's Committees of wards and communes to focus on implementing preventive and response measures when the typhoon affects the city, and to prepare detailed plans for mobilizing supplies, equipment, and forces to respond to the typhoon's impact.
Coastal units and localities, including the Con Dao Special Economic Zone, are implementing plans to ensure the safety of people and vessels operating on rivers, at sea, and in waterways. They are closely monitoring Typhoon No. 3 and regularly informing vessel owners about the typhoon's developments.

The City Command, City Police, City Maritime Port Authority, and City Border Guard forces are preparing personnel and soldiers, ready to mobilize vehicles and equipment to respond to and conduct search and rescue operations when necessary.
The Department of Construction directed the implementation of measures to trim trees, minimizing the risk of trees falling and causing accidents during storms and heavy rain due to the impact of the typhoon. The Ho Chi Minh City Green Parks Company Limited promptly handled incidents of fallen trees caused by Typhoon No. 3. The Department of Culture and Sports coordinated with the Department of Construction to inspect the proper bracing and reinforcement of billboards and advertising signs to prevent accidents caused by storms and strong winds; and to limit the organization of outdoor cultural performances and music shows.
The Department of Tourism and the Saigon Tourism Corporation - Limited Liability Company have instructed that tourist passenger ships are prohibited from operating on rivers and seas during dangerous weather conditions, such as high waves and strong winds, and that safety measures for tourists on board be strictly checked before departure.
Media outlets and newspapers should intensify their efforts to continuously and regularly update the developments of Typhoon No. 3 and the directives of relevant authorities so that all people in the area are aware and can proactively prevent, avoid, and respond safely and effectively.
