According to the Department of Construction, the city currently does not have an official estimated unit price for this activity, causing difficulties in organizing bidding or ordering service provision. Issuing unit prices is necessary and urgent to create a legal basis for building estimates for bidding packages, and at the same time, it is the basis for price options in cases of ordering.

According to the draft, the estimated unit price includes items such as: Collecting trash on the surface of canals and ditches by 6CV, 14CV, 26CV boats; Collecting trash on the surface of canals and ditches by 30CV ships; Collecting water hyacinth, weeds, and trash on canals and ditches by 90CV barges; Transferring water hyacinth, weeds, and trash after collection by 3-ton fixed crane to the collection point, etc.
In addition, the Department of Construction proposed that the Ho Chi Minh City People's Committee assign the Department of Agriculture and Environment to preside over and coordinate with the Department of Justice and the Department of Finance to review legal regulations, especially the Law on Prices and related documents, to advise on adjusting current decisions such as: Decision No. 63/2024 (Regulations on management of domestic solid waste in the city); Decision No. 42/2025 (Regulations on management and price operation in Ho Chi Minh City) to comply with current laws.
