On the afternoon of August 16, the Department of Science and Technology of Ho Chi Minh City organized a discussion on regulations on criteria for controlled testing of new technology solutions within high-tech parks, concentrated information technology parks, and innovation centers in Ho Chi Minh City.

The draft stipulates 2 groups of fields: Group 1 is controlled participation of technology products and solutions (LoRaWAN wireless technology, Wifi-Halow, driverless electric vehicles, digital technology using drones). Group 2 is technology fields/solutions (Artificial intelligence, cloud computing, grid computing, edge computing, internet of things, wireless technology, virtual reality, augmented reality, Blockchain...). All fields prioritize the socio -economic and scientific and technological development of the city.
New technology solutions must be solutions whose technical and professional contents are not yet regulated in any legal documents, or have been regulated but licensing procedures can be reduced within the testing scope. At the same time, this must be a solution that brings socio-economic efficiency to Ho Chi Minh City.
Ho Chi Minh City will support premises and infrastructure in high-tech parks, concentrated information areas, and innovation centers of Ho Chi Minh City with appropriate purposes to serve the testing of solutions. Units will also be exempted from licensing in cases where the test products use prescribed technologies. At the same time, units will be supported with up to 30% of the total testing costs from the science and technology budget of Ho Chi Minh City.
Commenting on the draft, Dr. Duong Nhu Hung, Head of the Department of Industrial Management, Ho Chi Minh City University of Technology, said that currently, priority should be given to developing AI technology for the healthcare sector, such as diagnostic technology in medical examination and treatment. This is one of the technologies with potential for development... In addition, we should also focus on developing innovative products and services, with policies to exempt or loosen state regulations, related regulations or regulations of localities.
“To avoid the situation where technological products and solutions are not truly innovative, but take advantage of “innovation” to abuse policies, the city needs to develop specific criteria to evaluate new products and solutions that truly bring about socio-economic development efficiency for the city, thereby having appropriate support policy mechanisms,” Dr. Duong Nhu Hung emphasized.

On the business side, Mr. Le Thanh Trung, representative of Drone Hera Company, said that the company's products are all produced by Vietnamese engineers and researchers. However, currently the company's products have not been granted a flight license and can only fly within the unit's land, located in the Ho Chi Minh City High-Tech Park. Each flight must be licensed by the Operations Department, which takes a lot of time and affects the testing process. Therefore, he himself hopes that the city will build appropriate mechanisms and policies to support research groups or startups so that they can boldly and confidently develop research products.
At the seminar, Mr. Nguyen Viet Dung, Director of the Department of Science and Technology of Ho Chi Minh City, hoped to receive comments from experts, scientists, and businesses operating in Ho Chi Minh City on the regulations for testing some controlled technological solutions to complete the draft. When there is a specific policy framework and an approval mechanism, research products will be developed and applied in practice more conveniently.
