The Ministry of Culture, Sports and Tourism received a petition from voters of Ho Chi Minh City transferred by the Petition Committee under Official Dispatch No. 499/BDN dated June 14, 2024 and transferred by the Government Office under Official Dispatch No. 4373/VPCP-QHDP dated June 23, 2024, the content of the petition is as follows:
1. Voters propose specific regulations on the issue of outdoor billboard standards because if the outdoor billboard design does not meet standards, during heavy rains or storms, the rotten iron will cause it to fall and affect the lives of people participating in traffic.
2. Voters propose to develop a Law amending and supplementing a number of articles of the Advertising Law to ensure strict management of advertising on social networks in terms of appropriate content and advertising forms, ensuring the health of consumers.
3. Voters recommend that the issue of building and improving the quality of the national football team requires a long-term strategy, a system of reimbursement of training costs for officials with university degrees in advanced countries when signing contracts with domestic recruitment agencies, instead of sending officials to study; a treatment regime to encourage foreign experts to work in Vietnam to train the team; and investment in building high-quality universities.
4. Propose to amend and supplement Decree No. 105/2012/ND-CP dated December 17, 2022 of the Government on organizing funerals for cadres, civil servants and public employees (in Clause 1, Article 11, Chapter 2; Clause 1, Article 26, Chapter 3; Article 38, Chapter 4 stipulating the place to hold the National Funeral, State-level Funeral, High-level Funeral "held at the National Funeral Home No. 5 Tran Thanh Tong, Hanoi - if held in Hanoi; Funeral Home of Military Hospital 175 or Funeral Home No. 25 Le Quy Don, District 3, Ho Chi Minh City - if held in Ho Chi Minh City". Currently, the City Funeral Home at No. 25 Le Quy Don, Vo Thi Sau Ward, District 3 has stopped operating, moved to An Lac Ward, Binh Tan District and officially operated at the new location from January 2021).

Regarding the proposal to have specific regulations on the issue of standards for outdoor billboards
Article 31 of the 2012 Law on Advertising stipulates: “2. The construction of outdoor advertising screens, signs, billboards that are independent or attached to existing construction works must obtain a construction permit from the local construction authority in the following cases:
Construction of outdoor advertising screens with a single-sided area of 20 square meters (m2) or more; Construction of signs and billboards with a single-sided area of over 20 square meters (m2) with metal frames or similar construction materials attached to existing construction works; Freestanding billboards with a single-sided area of 40 square meters (m2) or more
3. The application for a construction permit for an advertising work includes: …. Design drawings of a legal design organization showing the location of the floor plan, cross-section, typical elevation; the foundation plan of the work with the signature and seal of the investor constructing the advertising work. In case the advertising work is attached to a pre-existing work, the design drawings must show the solution to connect the advertising work to the pre-existing work.
Thus, the above regulations on outdoor billboard standards have ensured safety during implementation in localities. For types of billboards and signs that are not subject to construction permits, the Ministry of Culture, Sports and Tourism will continue to study and receive voters' opinions to propose in the process of drafting the Law amending and supplementing a number of articles of the Law on Advertising.
Regarding the proposal that the Law amending and supplementing a number of articles of the Law on Advertising must ensure strict management of advertising on social networks in terms of appropriate advertising content and forms, ensuring the health of consumers.
In order to effectively manage the content and form of advertising on social networks, the Draft Law amending and supplementing a number of articles of the Law on Advertising has proposed to supplement specific regulations on the responsibilities of the person transmitting advertising products and the advertising product transmission activities of influencers, such as: complying with the provisions of law on the features and quality of goods and services when advertising; in the case of posting opinions and feelings about the use of goods and services on social networks, the person must be the person who directly used the product; informing consumers in advance that they are carrying out advertising activities. The above regulations aim to raise awareness among product transmitters in general, especially influencers in advertising, when informing the public about products, goods and services in a responsible, honest and effective manner.
On June 4, 2024, the Ministry of Culture, Sports and Tourism issued Document No. 145/TTr-BVHTTDL reporting and submitting to the Government the Draft Law amending and supplementing a number of articles of the Law on Advertising, expected to be submitted to the National Assembly for comments at the 8th session of the 15th National Assembly.
On the proposal to build and improve the quality of the national football team
In order to build and improve the quality of the national football team, the Ministry of Culture, Sports and Tourism has proactively advised the Prime Minister to consider, issue or issue under its authority documents such as:
(1) Decision No. 2198/QD-TTg dated December 3, 2010 of the Prime Minister approving the Strategy for development of physical training and sports in Vietnam to 2020;
(2) Decision No. 419/QD-TTg dated March 8, 2013 of the Prime Minister approving the Strategy for Vietnam Football Development to 2020, with a vision to 2030;
(3) Directive No. 97/CT-BVHTTDL dated May 13, 2013 of the Minister of Culture, Sports and Tourism on organizing the implementation of the Vietnam Football Development Strategy to 2020, with a vision to 2030;
(4) Decision No. 1738/QD-BVHTTDL dated May 13, 2013 of the Minister of Culture, Sports and Tourism on approving the Program for coordination in directing and organizing the implementation of the Vietnam Football Development Strategy to 2020, with a vision to 2030.
Thanks to the attention, leadership and close direction of the Party and State; the proactiveness, coordination and responsibility of relevant ministries, branches and localities; the support and efforts of the Vietnam Football Federation, relevant organizations and individuals and the whole society, Vietnamese Football has achieved remarkable achievements, contributing to the overall development of football in Southeast Asia and Asia. This is demonstrated through very impressive and historic achievements such as: The national men's football team won the Southeast Asian championship (AFF cup) twice in 2008 and 2018; in 2022, the national men's football team won the right to compete in the 3rd qualifying round of the World Cup in Asia, the women's football team won the right to participate in the 2023 World Cup; the national U23 team won the gold medal twice in a row at the SEA Games in 2019 and 2021; The excellent Women's Football team won 07 SEA Games Gold medals (especially 03 consecutive SEA Games in 2019, 2021, 2023); the excellent Vietnam Futsal team participated in the final round of the World Futsal Championship twice in 2016 and 2020. In addition, the national youth football teams U20, U19, U17, U15 including men and women are all in the top of the region and always win the right to participate in the final round of Asian youth tournaments.
The achievements of Vietnamese football in recent years are the result of long-term planning and proper orientation from the implementation of the Vietnam Football Development Strategy. In the coming time, the Ministry of Culture, Sports and Tourism will continue to direct the implementation of tasks and solutions to develop Vietnamese football in accordance with the orientation of the Vietnam Football Development Strategy approved by the Government, focusing on investment in youth football teams and U23 teams; continuing to innovate and improve the quality of professional football tournaments; creating a mechanism to attract foreign players of Vietnamese origin to compete for professional clubs, thereby creating a source to supplement the national team; adding highly qualified coaching staff members to the national team and U23 teams; expanding the socialization mechanism to attract investment resources for national teams and youth teams... For long-term solutions, it is necessary to continue to strongly develop grassroots football and school football; Strengthening football academies and youth football training centers; improving the quality of professional football tournaments and professional football clubs; expanding cooperation with international organizations and countries with developed football; strengthening solutions in science and technology, medicine, nutrition and logistics conditions, facilities serving the training and coaching of athletes.
Regarding the proposal related to the reimbursement of training costs for cadres with university degrees in advanced countries when signing contracts with domestic recruitment agencies, instead of sending cadres to study, there should be a preferential treatment to encourage foreign experts to work in Vietnam to train the team.
In recent years, the Ministry of Culture, Sports and Tourism has directed to increase the attraction of foreign talents and foreign experts to participate in sports teams and to coach teams. Vietnamese sports have achieved achievements in regional, continental and world arenas in recent times, in addition to the efforts of athletes, the close and dedicated supervision of the coaching staff, the timely attention of all levels and sectors, there is also a significant contribution of foreign experts, foreign experts with high qualifications and international experience have brought opportunities to improve skills and training methods for athletes for Vietnamese sports in recent times, typically experts in Shooting, Football, Archery, Rowing, Boxing, Fencing, etc. The Ministry of Culture, Sports and Tourism has ensured regimes and policies for salaries, meals, accommodation, working regimes, etc. and the state has had preferential policies on electronic visas, residence, and regulations on accommodation for foreign individuals and relatives of foreign individuals working in Vietnam. However, in reality, in recent times, hiring foreign experts and coaches to meet the requirements on qualifications, ensure the set performance targets, and pay salaries in line with the general level of the region and the world has been extremely difficult. Currently, in the field of physical education and sports, most of the regimes and policies such as salaries, food, accommodation, and working regimes for experts are paid by the state budget, except for football experts mobilized by the Vietnam Football Federation from socialized funding sources. With limited conditions and resources, we can only hire a few experts in a few key sports; The salary paid to experts is not attractive compared to the general level in the region and continent, the conditions of facilities and equipment for our training work compared to the general level of the world are still limited, so the search and selection of good and qualified experts from sports powerhouses has not met the requirements. In addition, the regulations on documents and procedures for applying for work permits for experts are still inadequate (experts working in Vietnam must have a university degree in a specialized field, except for football experts according to the provisions of Decree No. 152/2020/ND-CP dated December 31, 2020 of the Government regulating foreign workers working in Vietnam and recruiting and managing Vietnamese workers working for foreign organizations and individuals in Vietnam), this is a great difficulty for inviting highly qualified experts to Vietnam to train for the current teams.
In the coming time, based on the socio-economic development situation of the country as well as the assigned tasks, the Ministry of Culture, Sports and Tourism will continue to advise and propose to competent authorities to continue researching and promulgating preferential policies for foreign experts working in Vietnam, especially work permit procedures. In order to have preferential policies to encourage foreign experts to work in Vietnam, in addition to the regulations of the State, it is recommended that localities research, develop and promulgate specific policies for experts in general and sports experts in particular to attract talents to the locality.
There are currently no specific regulations and guidelines for the reimbursement of training costs for officials with university degrees in developed countries when signing contracts with domestic recruitment agencies. There are only regulations on those who are trained abroad using state budget funds to repay training costs in some cases. The Ministry of Culture, Sports and Tourism would like to acknowledge and accept the recommendations of voters in Ho Chi Minh City to serve research and policy proposals in the coming time.
On recommendations regarding investment in building high-quality universities
Currently, the country has 04 Universities in the field of physical education and sports in Bac Ninh, Ho Chi Minh City, Da Nang and Hanoi; 01 Institute of Physical Education and Sports Science which is a place to train bachelors, masters and doctors of physical education and sports for the country and 04 National Sports Training Centers that organize training and coaching for athletes and coaches of national teams and youth teams to serve international sports competitions. Physical Education and Sports Universities are important institutions to carry out the work of training cadres, researching theories, applying science and technology to serve the development of physical education and sports. The investment in building advanced, modern, high-quality physical education and sports universities has been identified by the Ministry of Culture, Sports and Tourism as one of the priority tasks in the current period. In the period of 2021-2025, the Ministry of Culture, Sports and Tourism has been implementing projects to build, renovate and upgrade National Sports Training Centers (Da Lat National Sports Training Center; upgrading and renovating the Shooting Range of the Hanoi National Sports Training Center, upgrading Area A of the Hanoi National Sports Training Center, the National Sports Training Center in Sa Pa; renovating and upgrading Area C of Tam Dao, Hanoi National Sports Training Center; implementing phase 2 (area of 4.3ha) of the National Sports Training Center in Can Tho City; renovating, repairing and upgrading the Ho Chi Minh City National Sports Training Center, facility 1 and facility 2 in Mui Ne, Binh Thuan province (phase 2).
On the proposal to amend and supplement Decree No. 105/2012/ND-CP of the Government on organizing funerals for officials, civil servants and public employees to suit the actual situation of the City
On December 5, 2023, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 5361/BVHTTDL-VP to the Ho Chi Minh City National Assembly Delegation regarding the proposed amendment and supplement to Decree No. 105/2012/ND-CP of the Government on organizing funerals for officials, civil servants and public employees.
Accordingly, the Ministry of Culture, Sports and Tourism would like to accept the recommendations of the Ho Chi Minh City National Assembly Delegation and will synthesize and report to the Government in the process of consulting and proposing amendments and supplements to the provisions of Decree No. 105/2012/ND-CP of the Government on organizing funerals for officials, civil servants and public employees to ensure compliance with the actual situation.
