Avoid beating around the bush.

For example, recently, dozens of people in Ho Chi Minh City traveled to Binh Thuan , displaying banners and slogans demanding that the investor of the Aloha Beach Village project hand over the houses or return their money because they had paid for several years but had not received their homes as promised.

To avoid causing resentment among homebuyers and potentially turning the area into a hotspot for security and social order issues, the Ham Thuan Nam District Police had to intervene to restore order. However, the homebuyers later went to the Binh Thuan Provincial People's Committee headquarters "to demand their houses." The citizen reception office invited them back to listen to their opinions, so nothing further happened.

According to our investigation, the Aloha Beach Village project has not yet handed over houses to buyers, even though they paid the developer 95% of the house value since 2017. The project is stalled and unable to hand over houses due to construction deviations from the approved design and construction without a building permit (which has already resulted in penalties). Regarding land, the project is still facing issues with land belonging to local residents that has not yet been compensated, preventing construction. The project has two phases; phase 2 (conversion to residential land) has not yet fulfilled its financial obligations to the state, therefore the land use purpose has not been changed and ownership certificates have not been issued.

Based on our observations over the past period, alongside projects that have followed all legal procedures, there are still real estate projects in Binh Thuan that have not complied with the law, leaving many negative consequences for society, not just the Aloha Beach Village project. Such projects not only harm buyers but also "harass" local specialized agencies due to the lack of coordination and consistency in the implementation of policies. For the real estate market in the area to thrive, Binh Thuan needs to rectify the situation immediately, identifying those responsible for handling the issues and avoiding unnecessary bureaucracy.
