Speaking at the meeting, Deputy Director of the Department of Science and Technology of Hai Phong City Pham Thi Sen Quynh gave an overview of the city's science, technology and innovation development situation, outstanding results in research activities, application of new technologies, support for innovative enterprises, as well as international cooperation programs and technology transfer. The Deputy Director of the Department emphasized: Hai Phong identifies digital economy as an important driving force for rapid and sustainable growth; many key projects, focusing on connecting digital infrastructure, developing digital human resources and supporting the business community in applying new technologies are being implemented. The exchanges and sharing of experiences from Nghe An will help Hai Phong improve policies and solutions for developing a digital economy that are suitable for practice.
At the meeting, delegates from both sides focused on discussing programs and projects for digital economic development, including deploying digital infrastructure, promoting digital transformation in enterprises, developing open data platforms, supporting innovation and improving digital governance capacity for agencies and units. The two sides also analyzed factors affecting the digital economy, including: telecommunications infrastructure, information technology; legal framework and support policies; quality of human resources; level of business readiness; network safety and security and the ability to exploit and analyze big data.
Regarding issues arising in digital economic development, delegates pointed out a number of challenges regarding the gap in technological levels between enterprises; lack of high-quality human resources; limited investment capital for digital transformation; failure to fully exploit digital platforms and requirements for ensuring information security in the online environment.
Ms. Nguyen Thi Minh Tu, Director of the Center for Social Sciences and Humanities, Department of Science and Technology of Nghe An province shared: Nghe An considers digital economic development an inevitable trend, closely linked to the strategy of innovation and integration; pays special attention to building an innovative startup ecosystem, developing digital government, digital agricultural economy and e-commerce; at the same time, wishes to strengthen cooperation with the Department of Science and Technology of Hai Phong in areas of strength of each locality.
The working session ended in an open and cooperative atmosphere, opening up prospects for close coordination between the Department of Science and Technology of Hai Phong City and the Department of Science and Technology of Nghe An Province in the journey to build a dynamic, effective and sustainable digital economy./.
