Implementation of internal affairs work in the second quarter of 2024.

This afternoon, April 15th, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, chaired a meeting to review internal affairs work in the first quarter and implement tasks for the second quarter of 2024. In the first quarter of 2024, the Standing Committee of the Provincial Party Committee continued to lead and direct Party committees at all levels to implement the central and provincial policies and resolutions on internal affairs and judicial reform; leading and directing Party committees and authorities at all levels to focus on leading and directing the police, military, and border guard forces to monitor the situation and implement solutions to ensure political security and social order and safety in the province, especially during the Lunar New Year of 2024. Focus was placed on directing the handling and resolution of complex cases, incidents, and complaints.

However, in the first quarter of 2024, most types of crime increased compared to the fourth quarter of 2023. There were 103 criminal offenses in the area, resulting in 4 deaths, 10 injuries, and property damage of approximately 7.6 billion VND. In addition, drug-related crimes in the area remained complex; there were 4 cases of corruption; traffic accidents increased in all three categories compared to the same period in 2023, with 57 accidents resulting in 27 deaths, 47 injuries, and property damage of nearly 1 billion VND; and there were 9 fires, causing damage of nearly 500 million VND.

Authorities coordinated to detect and arrest 69 cases/103 individuals involved in the illegal possession, buying, selling, and transportation of narcotics, seizing 0.046g of heroin, over 120 kg and 208,145 pills of synthetic drugs; arrested 223 cases/226 individuals involved in the illegal transportation and trading of goods; detected 90 cases/100 individuals violating environmental laws, prosecuted 3 cases/4 defendants, handled 87 cases/96 individuals administratively, and imposed fines totaling over 720 million VND.

The work of receiving and resolving complaints and denunciations has been highly effective. The police force received 263 reports and denunciations of crimes and requests for prosecution, resolving 146 of them, achieving a rate of 55.5%; the people's procuratorates at both levels received 263 reports and denunciations of crimes, resolving 146 of them, with 84 still under investigation.

The conference discussed and further clarified the achievements and some shortcomings, limitations, and obstacles in the implementation of tasks, especially those issues of public concern.

The key tasks of internal affairs work in the second quarter of 2024 are: Continuing to lead and direct the serious implementation of central and provincial policies on internal affairs and judicial reform; leading and directing the implementation of the 2024 national defense and security directive. Directing functional forces to strictly maintain combat readiness, strengthen forecasting and situational awareness on all routes, sectors, and areas; promptly handle and resolve emerging issues, preventing complications, passivity, and surprises, and maintaining political security and social order in all situations. Party committees, governments at all levels, and functional agencies should focus on resolving disputes and complaints among the people, and promptly address conflicts and complex cases...

Concluding the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, requested that all levels, sectors, and units strengthen crime prevention and control, especially drug-related crimes. He also urged continued focus on implementing the National Defense Strategy in the new situation according to Resolution No. 8 of the 13th Central Committee; and continued building a civil defense zone and a strong national defense system. Furthermore, he emphasized the need for sectors and units to expedite the resolution of remaining cases, ensuring effectiveness and compliance with legal regulations.
