Speaking at the meeting, Minister of Information and Communications Nguyen Manh Hung stated that in the story of digital transformation, context is the most important factor. Digital transformation is more of an institutional revolution than a technological revolution. Therefore, first of all, the information and communications industry needs to change its way of thinking and working.
"In the digital age, there is a lot of information, but only relevant information is valuable. We need to find the difference and when placed correctly and in the right context, any difficult problem will find a solution," said the Minister.
Regarding telecommunications infrastructure, Minister Nguyen Manh Hung said that in the past, investing in telecommunications infrastructure was a private matter, a business matter for enterprises, enterprises invested and made profits. However, in the current context, telecommunications infrastructure is digital infrastructure, there may not be many people using digital infrastructure, so business efficiency is not high. Therefore, investing in digital infrastructure will require the participation of the State.

Digital infrastructure must be considered strategic infrastructure, equivalent to electricity infrastructure and transportation infrastructure. Investment in telecommunications infrastructure must aim at providing telecommunications services to people, not at investing in telecommunications stations, and localities can research and use new telecommunications service delivery technologies to provide services to people. In addition, public telecommunications policies also need to be implemented more strongly and spread better so that more people know and access them.
Minister Nguyen Manh Hung emphasized that in the digital technology revolution, awareness accounts for 70% of the role, technology accounts for only 30%. The information and communication industry of Lao Cai needs to determine that in the new context, the most important thing is to innovate in thinking and doing, starting from small things to aim for bigger goals in the future.
