At the Great Hall of the People, Beijing, China, within the framework of his working trip to attend the 15th Annual Pioneers Meeting of the World Economic Forum in Dalian and work in China, Prime Minister Pham Minh Chinh met with General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping.
Prime Minister Pham Minh Chinh conveyed the greetings and best wishes of General Secretary Nguyen Phu Trong, President To Lam, National Assembly Chairman Tran Thanh Man and leaders of the Party and State of Vietnam to General Secretary and President of China Xi Jinping.
Prime Minister Pham Minh Chinh affirmed that developing a stable, sustainable and long-term relationship with China is a consistent policy, an objective requirement, a strategic choice and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralisation and diversification. Vietnam supports China's development, the successful completion of the "second centenary" goal and the successful building of socialism with Chinese characteristics.
General Secretary and President of China Xi Jinping sent his warm regards to General Secretary Nguyen Phu Trong, President To Lam and leaders of the Party and State of Vietnam; and congratulated Vietnam on its socio-economic development achievements.
General Secretary and President of China Xi Jinping affirmed that China highly values and always considers relations with Vietnam a priority in its overall neighborly diplomacy; firmly supports Vietnam under the leadership of the Communist Party of Vietnam to successfully implement the Resolution of the 13th National Party Congress, successfully organize the 14th National Party Congress, and successfully build socialism in accordance with the country's situation.
Reviewing the good traditional friendship between the two Parties and countries, the two leaders expressed their joy at the positive development of the Vietnam-China relationship in recent times; agreed to continue to concretize the high-level common perception, especially the Vietnam-China Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Vietnam-China Community of Shared Future with strategic significance in the direction of "6 more".
Xi Jinping stressed that the two sides need to enhance political trust, maintain regular high-level exchanges; improve the effectiveness of substantive cooperation; enhance people-to-people exchanges, especially among the younger generation; better control and resolve disagreements; coordinate well at multilateral forums, contributing to the development of the region and the world.
Prime Minister Pham Minh Chinh proposed that the two sides cooperate in building large, highly symbolic and practically effective and sustainable projects; suggested that the two sides accelerate the connection of transport infrastructure, especially cooperation in connecting railways, roads, and border gates within the framework of connecting “Two Corridors, One Belt” with “The Belt and Road”; and welcomed China to increase high-quality investment in Vietnam.
Emphasizing the importance of agricultural trade to the majority of people, consumers and businesses of the two countries, the Prime Minister asked China to facilitate Vietnam's key products such as frozen durian, fresh coconut, rice, etc.
Prime Minister Pham Minh Chinh suggested that the two sides promote local cooperation to become a new growth driver, study and build pilot cross-border economic cooperation zones, expand border gate economic cooperation, and build smart border gates.
Appreciating Prime Minister Pham Minh Chinh's cooperation proposals, Mr. Xi Jinping affirmed that China supports Vietnam in accelerating the country's industrialization and modernization, and together with China and other countries, building stable and sustainable supply and production chains in the region and the world.
General Secretary and President of China Xi Jinping hopes that the two sides will further strengthen trade, investment and tourism cooperation, promote the complementarity and geographical advantages of the two economies; consider the option of piloting cross-border economic zones; and affirm that China is ready to expand the import of high-quality goods from Vietnam.
Mr. Xi Jinping affirmed that China will continue to deepen comprehensive reforms and promote the development of new quality production forces, which will bring opportunities for the two sides to implement trade cooperation, cooperation in connecting road and rail transport, and connecting the digital economy. The Chinese government supports enterprises to increase investment in Vietnam, especially in high-tech and emerging industries.
The two sides also discussed international and regional issues of mutual concern, agreed to jointly control and properly handle disagreements, and maintain peace and stability at sea.
Prime Minister Pham Minh Chinh suggested that both sides seriously implement high-level common perceptions, respect each other's legitimate interests in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and not let maritime disputes affect the friendly relations between the two countries.
