Nam Hai Lang commune was established on the basis of merging Hai Son, Hai Chanh and Hai Phong communes of the old Hai Lang district; with a total natural area of 114.84 km ² and a population of 25,536 people. Over the past time, the locality has actively led, directed, organized and operated the post-merger apparatus smoothly, ensuring efficiency, effectiveness and efficiency.

Up to now, the commune has completed the arrangement and allocation of workplaces and facilities for cadres and civil servants. Regarding the preparation for the first Party Congress of the commune, term 2025 - 2030, the Standing Committee of the Party Committee of the commune has submitted to the Executive Committee of the Party Committee of the commune for consideration and decision to issue a plan to organize congresses of branches and affiliated party committees; decided to establish sub-committees to serve the congress; and a plan to propagate party congresses at all levels towards the 14th National Congress of the Party.

At the meeting, the leaders of Nam Hai Lang commune raised a number of difficulties and problems when operating the political system according to the model of a two-level local government apparatus and recommended that the province soon issue regulations on decentralization of cadre management; guide the process of establishing a number of subordinate grassroots party committees; arrange and transfer commune leaders within the commune appropriately to fully promote their capacity and strengths; pay attention to facilities and equipment; allocate contract quotas for cadres in service positions such as drivers, archivists, and receptionists of Party and government agencies.

Speaking at the meeting, Head of the Provincial Party Committee's Organization Board Tran Vu Khiem acknowledged and commended Nam Hai Lang commune for organizing the operation of the local government apparatus smoothly and without interruption despite facing certain difficulties. At the same time, he requested the locality to continue to overcome the immediate difficulties in terms of job positions, qualifications and experience of the staff so that the apparatus can operate effectively and efficiently, ensuring that it is equal to or better than the old apparatus.

He emphasized that the current apparatus operates under a new model, requiring leadership and management methods to change in a practical direction, closer to the people, serving the people better and more satisfyingly. Therefore, it is necessary to promote the application of science and technology, digital transformation in all fields. Localities also need to urgently direct the congresses of new party organizations, focusing on building documents with new thinking, longer-term vision, creating new development space. Continue to do well in political and ideological work so that cadres and people trust and agree with the 2-level local government model.
