Typically, package XL-07, construction of technical infrastructure and procurement, installation of electrical equipment, transformer stations, with another name in the role of a joint venture of Khanh Hoa Road Management and Construction Joint Stock Company, failed in this package due to the reasons of the investor's requirements that the Company did not meet, including the reasons: no product catalog and having a product catalog but not having the required technical parameters.

Previously, in the construction package of replacing public LED lighting and installing smart lighting control equipment on Pham Van Dong Street, Nha Trang City, Khanh Hoa Province with an estimated package price of more than 5.6 billion VND, after reviewing the bidding documents of the units, only Thanh Duy Electrical Construction and Installation Joint Stock Company (CPXL) met the evaluation criteria in the bidding documents.

On February 16, 2024, Director of Nha Trang City Public Service Management Board Nguyen Thi Hong Sam signed a decision approving the contractor selection results for Thanh Duy Electricity Construction Joint Stock Company to surpass 8 other members participating in the bidding, winning this bid with a price of more than 2.5 billion VND. The eliminated units were all experienced contractors who had participated in bidding for many large bids, including Khanh Hoa Road Construction and Management Joint Stock Company.

About 2 months later, Khanh Hoa Road Management and Construction Joint Stock Company won large contracts worth hundreds of billions of VND in Khanh Hoa province.

Small bid wins big bid

Specifically, on December 28, 2023, Head of the Economic - Infrastructure Department of Khanh Son district, Khanh Hoa province, Nguyen Tri Dung, signed a decision approving the results of contractor selection, package No. 7 of construction costs for the Son Lam - Thanh Son commune inter-commune road project, with the role of a consortium, Khanh Hoa Road Management and Construction Joint Stock Company won with a price of more than 57 billion VND compared to the estimated price of more than 58 billion VND, a savings rate of about 2.4% for the budget.

On February 26, 2024, Director of Khanh Hoa Provincial Department of Health Bui Xuan Minh signed a decision approving the results of contractor selection, construction package No. 1 of the investment project of Ninh Hoa Town Medical Center and Van Ninh District Medical Center, also with the role of a joint venture, Khanh Hoa Road Management and Construction Joint Stock Company won with a price of more than 120.1 billion VND compared to the estimated price of more than 120.5 billion VND, a budget savings rate of about 0.3%.

Mr. Bui Xuan Minh signed the decision to approve the results of contractor selection, construction package No. 1 of the investment project of Ninh Hoa Town Medical Center and Van Ninh District Medical Center with a savings rate of about 0.3%, a large gap compared to the online bidding savings rate of Khanh Hoa province in 2024 of 7.51%.

On November 24, 2023, Head of Van Phong Economic Zone Management Board Nguyen Trong Hoang signed a decision approving the results of contractor selection, package No. 08: Construction of the traffic system under the project to upgrade and expand DT.652B and DT.652D routes, in the role of a consortium of Khanh Hoa Road Management and Construction Joint Stock Company, won the bid with a price of more than 304.6 billion VND compared to the estimated price of 305.2 billion VND, a budget savings rate of about 0.2%.

On November 13, 2023, Director of the Department of Science and Technology of Khanh Hoa province, Le Vinh Lien Trang, signed a decision approving the results of the contractor selection for package 01: Construction of the technical station project for quality measurement standards, in the role of a consortium, Khanh Hoa Road Management and Construction Joint Stock Company won with a price of more than 33.3 billion VND compared to the estimated price of 34.1 billion VND, a budget savings rate of about more than 2%.

On October 13, 2023, Deputy Director of Road Management Area III Nguyen Thanh Binh signed a decision approving the results of the selection of contractors for the construction package of the road surface repair project, with the role of a joint venture of Khanh Hoa Road Management and Construction Joint Stock Company in winning with a price of more than 20.2 billion compared to the estimated price of more than 20.3 billion, a savings rate of about 0.5%.

On June 26, 2023, Head of the Economic and Infrastructure Department of Khanh Son district Nguyen Tri Dung signed a decision approving the results of the contractor selection for the package: Construction of a road from To Hap town to Hon Dung village, Son Hiep commune, also in the role of a consortium with Khanh Hoa Road Management and Construction Joint Stock Company, won with a price of more than 32.1 billion VND compared to the package price of 32.3 billion VND, the savings rate is only about 0.5%.

According to experts, in bidding activities, there are often situations where enterprises with large capacity and capital unexpectedly fail small-value bids but instead win many large-value bids. This makes many people question whether or not participation in bidding is just a "formality" to legalize the eligibility to open bids. From there, it reduces competitiveness and transparency in bidding activities. This is a situation that the authorities need to review, inspect and strictly handle if violations are detected.
