According to Article 34 of the draft revised Law on Education, which is being consulted by the Ministry of Education and Training , students who have completed the high school program and meet the requirements set by the Minister of Education and Training are eligible to take the graduation exam. If they meet the requirements, students will be awarded a graduation certificate by the school principal.
If a student does not take the exam or fails the exam, the school principal will still issue a certificate of completion of the generaleducation program.
The certificate of completion of general education program is used to register for the high school graduation exam when the learner has a need or to study vocational education and is used in specific cases according to the provisions of law.

Also related to the policy on the authority to grant graduation certificates at all levels of general education, the Draft stipulates that the principal will confirm that students have completed the program through their transcripts, instead of the Head of the District Education and Training Department granting graduation certificates as is currently the case.
The Ministry of Education and Training explained that this adjustment is to comply with the policy of organizing two-level local governments, at the same time, it is consistent with the goal of universal education and with international trends. Many developed countries (USA, Canada, UK, Australia, Finland) do not issue junior high school diplomas but use the principal's confirmation of the learning results in the lower grades to consider studying at higher levels or to stream.
Confirming the completion of the secondary school program does not affect the rights and obligations of students. Currently, graduating from secondary school is a mandatory criterion for students to take the entrance exam to grade 10 of high school. Last year, the Ministry removed the excellent, good, and average grades on the graduation certificate of this level.
The draft also changes the person who issues high school diplomas from the Director of the Department of Education and Training to the school principal. The principal issuing high school diplomas contributes to increasing the school's autonomy and initiative in organizing and managing educational activities; reducing administrative procedures and costs.
