The Government has just issued a Decree regulating the management of road motor vehicles registered abroad, brought into Vietnam by foreigners for tourism .
The most notable point in this decree is that the Government has changed the agency responsible for approving tourist organizations to bring foreign motor vehicles into Vietnam from the Ministry of Transport to the Ministry of Public Security.
According to the Ministry of Transport (the agency in charge of drafting the decree), the above conversion does not increase the number of staff to handle work and simplifies administrative procedures, and does not require additional investment in equipment.
Furthermore, the Ministry of Public Security has also agreed to take over this work to meet the requirements of management, supervision, and convenient organization from central to local agencies for foreign people and vehicles entering Vietnam for tourism.
The Decree regulating the management of foreign-registered road motor vehicles has just been issued. The Government allows foreign motor vehicles and foreign drivers to participate in traffic within Vietnam for tourism purposes.
To do this, organizations and individuals must go through a Vietnamese international travel service business. There must be a written approval for foreign tourists to bring foreign motor vehicles into Vietnam issued by the Ministry of Public Security.
For foreign motor vehicles that are right-hand drive cars, there must be an official dispatch from the diplomatic representative agency, consular agency or representative agency of an intergovernmental international organization in Vietnam to the Ministry of Public Security requesting and stating the reason for the vehicle to participate in traffic in Vietnam. Vehicles entering Vietnam must also go through customs procedures, temporary import, and re-export according to customs law at the entry and exit gate.
The maximum time a vehicle is allowed to participate in traffic in Vietnam is 45 days. In case of force majeure, it can stay in Vietnam for no more than 10 days. When a foreign vehicle is circulating in Vietnam, there must be a vehicle in front to guide traffic throughout the entire process of participating in traffic.
