On August 6, the Express Delivery Customs Department, Customs Branch of Region 2, announced to express delivery businesses and organizations about applying personal identification codes to replace personal tax codes in customs procedures for imported and exported goods via express delivery services.
According to the guidance of the Customs Department, from August 15, the personal identification number, which is also the citizen identification number (12 digits), will replace the tax code in the procedures for declaring and verifying information of the recipient of goods through express delivery companies.
This conversion aims to synchronize the database between the customs sector and tax authorities, while minimizing the risk of fraud in declaring personal information.
Express Customs recommends that express delivery organizations and businesses proactively notify customers, especially individuals receiving goods, about providing personal identification codes in accordance with regulations from July 1. In case of no identification code or incorrect declaration, it may lead to delays in customs clearance of goods.
This is considered the next step in the roadmap to digitize and simplify administrative procedures of the customs sector, while improving management efficiency for import and export activities through e-commerce channels and express delivery services.
At the Customs - Business Dialogue conference organized by Express Customs on August 6, Mr. Le Tuan Binh - Deputy Head of Express Customs - said that after July 1, 2025, with the merger of administrative boundaries, the scope of regulation for the express delivery and postal sectors will become wider.
According to Mr. Binh, for the customs sector, Decree 167 of the Government , which officially took effect from August 15, is considered an important legal document, detailing regulations on the implementation of the Customs Law and contents related to customs management and supervision.
One of the many important new points is the application of personal identification codes instead of tax codes in some types of customs declarations, in line with the digitalization roadmap for individual and organizational management. Accordingly, low-value shipments are required to accurately declare personal identification codes (ie citizen identification numbers).
Mr. Binh noted that postal enterprises need to thoroughly inform the declaration department, ensuring that customs declarant information must be clearly and fully recorded, avoiding errors related to determining legal responsibility.
Informing businesses, Mr. Hoang Huu Truong - Captain of Express Customs - said that in the first 6 months of the year, Express Customs cleared more than 1.09 million declarations, reaching a turnover of more than 355 million USD.
Faced with the challenges of e-commerce, the unit is committed to comprehensive digitalization, participating in the construction of the ECUS 6 system and deploying the e-commerce data processing system (AVP-ECOM).
Bustling e-commerce helps increase revenue
According to Mr. Do Thanh Quang - Deputy Head of Customs Branch Region 2, since March 15, the Express Customs unit has been operating under a new model, marking a strong change in streamlining the apparatus, assigning suitable job positions, creating convenience for businesses.
It is estimated that in the first 6 months of the year, the state budget revenue of this unit reached 755 billion VND, equal to 46% of the legal target, an increase of 11% over the same period in 2024.
In terms of supervision, since the beginning of the year, the unit has received and processed more than 1 million declarations, including more than 770,000 low-value declarations, an increase of 58% over the same period in 2024. This is a positive signal reflecting the recovery and breakthrough of e-commerce and international express delivery activities.
