From today, there is no longer a 5% registration fee for motorbikes.

The registration fee for motorbikes is 2% for the first time and 1% for the second time; the 5% fee is no longer stipulated in centrally-run cities; provincial cities; and towns where the provincial People's Committee is headquartered.

On June 30, 2025, the Government issued Decree 175/2025/ND-CP amending and supplementing a number of articles of Decree 10/2022/ND-CP regulating registration fees, effective from July 1, 2025.

Accordingly, Decree 175/2025/ND-CP has amended Clause 4 and Clause 5, Article 8 of Decree 10/2022/ND-CP on the registration fee for cars and motorbikes. In particular, for motorbikes, the fee is 2%. For motorbikes paying the registration fee for the second time onwards, the fee is 1%.

Thus, the new Decree no longer stipulates the 5% collection rate as in Decree No. 10/2022/ND-CP (stipulating: Motorcycles of organizations and individuals in centrally run cities; provincial cities; towns where the provincial People's Committee is headquartered shall pay the first registration fee at a rate of 5%).

The registration fee for first-time motorbike registration is 2%.

Previously, explaining the removal of the 5% collection rate when drafting the amendment to the Decree, the Ministry of Finance said that the merger of provinces and centrally run cities from 63 to 34 provincial-level administrative units, some provinces will be merged into centrally run cities (such as: Hai Duong merged into Hai Phong City, Quang Nam merged into Da Nang City...).

Thus, if applying the method of calculating and collecting LPTB according to the provisions of Decree No. 10/2022/ND-CP, people in provinces (except provincial cities) merged into centrally-run cities when registering motorbikes will have to pay LPTB at a higher rate (increased by 3%).

At the same time, currently, 06 centrally-run cities have been authorized by the National Assembly : The City People's Council has the authority to adjust the level or rate of fees and charges (under the authority of central agencies) higher than those applied in the city if necessary.

Therefore, the regulation of 5% registration fee for motorbikes registered in cities should be abolished to suit the new period.

For automobiles, Decree 175 stipulates: Automobiles, trailers, semi-trailers, four-wheeled motor vehicles, four-wheeled motor vehicles, specialized motorcycles, and vehicles similar to these types of vehicles: The collection rate is 2%.

For passenger cars with 9 seats or less (including passenger pick-up trucks): pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher fee to suit the actual conditions in each locality, the People's Council of the province or centrally-run city shall decide to adjust the increase but not exceeding 50% of the general fee prescribed in this point.

Double-cabin cargo pickup trucks, VAN trucks with two or more rows of seats, designed with a fixed partition between the passenger compartment and the cargo compartment, pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.

At the same time, amend and supplement point d, clause 5 as follows: Types of cars specified in points a, b, c, clause 5, Article 8 of Decree 10/2022/ND-CP (amended in Decree 51/2025/ND-CP and Decree 175/2025/ND-CP): pay registration fee for the second time onwards at a rate of 2% and apply uniformly nationwide.
