On the morning of August 26, the National Assembly's Ethnic Council, the National Assembly's Committee on Culture and Society, the Ministry of Education and Training, and the Ministry of Ethnic Minorities and Religions held a national workshop on "Innovation and improvement of the quality of education and training in ethnic minority and mountainous areas: current situation, challenges and solutions".

Also attending the conference were leaders of the Ethnic Council, the Committee for Culture and Society, the Ministry of Ethnic Minorities and Religions, the Ministry of Education and Training , local leaders, and experts and scientists. On the side of the Ministry of Education and Training, Minister Nguyen Kim Son attended the conference.

The policy of developing ethnic education has always received special attention.

In his opening speech, Mr. Vu Hong Thanh, Vice Chairman of the National Assembly, affirmed that the Party and State have always been consistent in their ethnic policies and guidelines based on the principles of equality, solidarity, respect, mutual assistance and mutual development among ethnic groups. Developing ethnic minority and mountainous areas is a particularly important political task of a strategic and long-term nature.

Representing the will and aspirations of the people, the National Assembly, the Government and relevant agencies have promptly issued legal documents within their authority to institutionalize the Party's viewpoints.

Legal documents and national target programs have been affirming the Party and State's attention and care for ethnic minorities, creating an important foundation, premise, and strong driving force for ethnic work and ethnic policies.

Introducing the workshop, Mr. Lam Van Man, Chairman of the Ethnic Council, also affirmed: Developing education and training is identified by our Party as a top national policy, and at the same time an important basis for implementing the policy of "equality, solidarity, respect, and mutual assistance for development among ethnic groups".

To solve the problem of improving people's lives and developing sustainable socio-economic development for ethnic minority and mountainous areas requires many synchronous solutions, in which education and training are considered key solutions and important driving forces for development.

In recent times, our Party and State have issued many policies and guidelines to prioritize the development of education and training for ethnic minority and mountainous areas.

The National Assembly promptly promulgated laws and resolutions to institutionalize the Party's policies and guidelines on developing education and training for ethnic minority and mountainous areas such as: Law on Education, Law on Higher Education, Law on Vocational Education, Law on Teachers and other relevant laws. In particular, it stipulates a number of policies to support and invest in developing education in ethnic minority and mountainous areas with particularly difficult socio-economic conditions...

On that basis, the Government has also issued many documents to specify policies related to education and training in ethnic minority and mountainous areas and organized synchronous implementation, achieving remarkable results. In addition, many localities have also issued additional specific policies to support educational development for ethnic minority and mountainous areas in the area.

Discussing solutions to continue developing education and training in ethnic minority and mountainous areas

Emphasizing the importance of the workshop, comrade Vu Hong Thanh said that this will be a place for leaders, representatives of ministries, branches, National Assembly delegates, scientists, experts, teachers, etc. to objectively evaluate the promulgation and implementation of policies and laws on education and training in ethnic minority and mountainous areas.

To do that, it is necessary to fully identify the root causes of bottlenecks in policy mechanisms and in the implementation process. Strongly change the thinking and awareness in building and implementing policies in general, especially for important groups of ethnic minorities. Quickly overcome the outdated governance model and financial mechanism; the team of managers and teachers is both lacking in quantity and uneven in quality.

The policy to support learners has made much progress but still does not cover all practical needs. Educational facilities, equipment and technology are still limited and do not meet the requirements of innovation. Investment resources from the state budget for education and training in ethnic minority and mountainous areas are not commensurate with development requirements.

The workshop is also an opportunity for the parties to propose feasible and breakthrough initiatives, ideas and solutions to overcome current difficulties and shortcomings. Thereby, recommendations are made to the Party, the National Assembly and the Government to continue to improve mechanisms and policies to ensure effectiveness, efficiency, practicality and suitability, towards the goal of equitable access to education for ethnic minorities.

In particular, recommendations and solutions need to be linked to the context in which the National Assembly will consider and decide on many important policies related to this field at the upcoming 10th session.

Assessing the important results achieved in the education and training work in ethnic minority and mountainous areas in recent times, comrade Lam Van Man said that these results contributed to improving the quality of human resources, aiming to increase job opportunities for ethnic minorities and mountainous areas, contributing to sustainable multidimensional poverty reduction in these difficult areas.

Speaking at the workshop, Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh said that in recent years, Lao Cai province has paid special attention to education with the motto "education is a national policy", investing in education is investing in sustainable development; the cause of education and training, especially education in mountainous areas and ethnic minority education has always received investment attention from the Party Committee, government and people of all ethnic groups in the province, with fundamental, methodical and creative ways. From 2020 to 2025 alone, Lao Cai province (including Yen Bai and the old Lao Cai) has issued many thematic resolutions, projects and policies to promote the development of education and training. Of the 12 thematic resolutions of the Lao Cai Provincial Party Committee, there are 2 resolutions on education and training and are related to and have a great impact on education and training. The People's Councils of the 2 provinces have issued a total of 25 resolutions on the field of education and training; including Resolutions stipulating very humane support policies, in addition to the State's policies, such as: Policies to support students with food expenses after they stop enjoying the Central's policies, support food expenses for disadvantaged students; support lunch for children who do not enjoy the Central's policies; policies to support schools to organize cooking for semi-boarding and boarding students (exceeding the Central's quota), policies to support staff to cook and manage semi-boarding students. The above policies have contributed to increasing the rate of mobilization and maintaining the number of students attending class; improving the quality of education in ethnic minority areas and areas with particularly difficult socio-economic conditions.

At the same time, the Provincial People's Committee has issued many Projects to concretize resolutions and policies on education, with a total implementation cost of 3,850 billion VND.

Lao Cai province currently has 1,047 preschools and general schools with a scale of 15,700 groups and classes; 470 thousand children and students, nearly 70% of students are ethnic minorities, of which there are 17 boarding schools, 175 semi-boarding schools, 147 schools with semi-boarding students with nearly 65 thousand students enjoying policies).

Lao Cai province has had many solutions to improve the quality of the team, effectively implement the policy of attracting excellent students to the province, prioritize and arrange the rotation of long-term teachers from extremely difficult areas to low-lying areas; actively recruit teachers (regularly organize recruitment campaigns for career civil servants in forms suitable to the conditions of each region: recruitment in extremely difficult socio-economic areas; recruitment exams for areas with favorable conditions; recruitment according to the policy of attracting to specialized high schools: in the period of 2021-2025, 2,096 teachers and 115 staff were recruited).

The province has dispatched English teachers from lowland educational institutions to increase teaching in mountainous and disadvantaged areas; coordinated with the Department of Education and Training of Hanoi, Hai Phong and Nam Dinh provinces to organize online English teaching; arranged and assigned teachers to teach inter-school at schools lacking subject teachers. .

In the coming time, the province will continue to invest and gradually strengthen towards solidification and modernization. In the period of 2020-2025, the two provinces have prioritized investment and mobilized nearly 6,350 billion VND to build 565 school buildings. The rate of solid classrooms reached 86%; the rate of boarding/semi-boarding student accommodation reached 45.67%. In parallel, more than 3,100 billion VND has been deployed from the National Target Program, linking the construction of standard schools with the goal of building new rural areas, the rate of schools meeting national standards reached over 75% (of which nearly 20% met level 2 standards).

At the Workshop, the Vice Chairman proposed a number of recommendations to the Central Government, Government, Ministries and branches as follows:

Firstly, promptly issue a Decision approving the objectives, tasks, and funding for implementing the Programs for the 2026-2030 period (including adding beneficiaries to vocational education - continuing education centers, kindergartens in ethnic minority and mountainous areas).

Second, promptly issue guidance documents, survey needs, and provide training for the team directly implementing the National Target Program after arranging the local government apparatus at two levels to ensure effective implementation of tasks. At the same time, research to have a specific mechanism to supplement the payroll, train and arrange professional education staff at the commune level. Research to supplement and adjust policies to attract, train and foster teachers working in particularly difficult areas to ensure that they are satisfactory and suitable for recruiting and retaining teachers.

Third, there is a mechanism to prioritize resources to invest in building facilities, information technology infrastructure, and smart equipment for schools in ethnic minority and mountainous areas, including boarding and semi-boarding schools, especially boarding and semi-boarding schools for primary and secondary schools in border areas according to the Politburo's Conclusion in Notice No. 81 on the policy of investing in building schools for border communes.
