The investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project was approved by the National Assembly in Resolution No. 187 dated February 19, 2025.

The starting point is at the border rail connection point (Lao Cai province), the end point is at Lach Huyen station (Hai Phong city); the main line length is about 390.9 km; passing through 9 provinces and cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh , Hung Yen, Hai Duong and Hai Phong.

Scale of new investment project for the entire single-track route, gauge 1,435 mm; general passenger and cargo transportation; design speed 160 km/h for the main route.

The section passing through Hai Duong is about 40.96km long, passing through 5 districts and 19 communes. The total land acquisition area is about 188 hectares, the total number of affected households is about 3,296 households. This railway line, Hai Duong has 3 stations, including Binh Giang station, Hai Duong Nam station and Tu Ky station.

Regarding the project's site clearance progress, the expected completion time for site clearance is November 2025, meeting the project's commencement date of December 19, 2025.

The project's objective is to build a new, modern, synchronous railway line to meet the domestic and international transport needs between Vietnam and China; create an important driving force for rapid and sustainable socio-economic development, promote advantages on the Lao Cai - Hanoi - Hai Phong economic corridor, ensure effective connection of domestic and international railway networks, associated with ensuring national defense, security and international integration, environmental protection, and response to climate change; promote the process of industrialization and modernization of the country; contribute to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and Resolutions of the Party.

The Lao Cai - Hanoi - Hai Phong railway construction investment project will provide a safe, reliable, large-volume rail transport of passengers and goods, sustainably meeting transportation needs and being environmentally friendly.

The project is an important highlight, promoting the “Cooperation Plan connecting the framework of two corridors, one belt with the Belt and Road Initiative between Vietnam and China”. The Lao Cai - Hanoi - Hai Phong railway not only plays the role of a domestic economic bridge but also an important part of the transport connection strategy between Vietnam and China, contributing to promoting trade, regional economic cooperation and promoting regional economic development.

After completion, the project will contribute to improving transport capacity, reducing pressure on existing roads (National Highway 32, National Highway 5, National Highway 37, CT.05 Expressway, CT.04 Expressway, ...) promoting investment attraction in industrial parks and urban areas along the route; effectively connecting with the Hai Phong port system (Lach Huyen, Dinh Vu - Cat Hai, Nam Do Son) creating momentum for the development of the logistics industry.

Urgent and determined in coordinating project implementation

Recognizing the strategic importance of the Lao Cai - Hanoi - Hai Phong railway project, Hai Duong has organized the implementation of land acquisition and clearance, and land handover to implement the project. Implementing resettlement projects (planning, land surveying, compensation, land acquisition, land recovery to build resettlement areas...); Notifying land recovery; counting, making compensation plans, land acquisition; relocating technical infrastructure and social infrastructure.

Hai Duong leaders have directed departments and localities to prepare material mines for the project; construction solid waste dumps and topsoil of rice-growing land; review planning of the area surrounding the station; exploit land funds and added value from land in the vicinity of the railway station.

Hai Duong has established a steering committee, a working group, issued an implementation plan; determined the number of resettled households to be 407; implemented 8 resettlement projects, with a total area of ​​28.86 hectares, and an estimated investment cost of 350 billion VND.

Hai Duong has also basically completed the survey and documentation of land acquisition for the main route in 19 communes and towns of 5 districts; and is determining the origin of the land. Immediately after the Railway Project Management Board hands over the land acquisition markers in the field, it will complete the documentation, notify land acquisition, sign the volume count, prepare and submit for approval the land acquisition plan.

With the motto of action "6 clear" - clear people, clear work, clear time, clear responsibility, clear product, clear authority; the spirit of "only discuss, no backtracking", Hai Duong is determined to ensure the completion of site clearance work in November 2025, meeting the requirement of starting the project on December 19, 2025 in accordance with the direction of the Prime Minister.
