On the morning of November 9, the Vietnam Fatherland Front Committee of Ho Chi Minh City supervised the Ho Chi Minh City Institute for Development Studies on the leadership, direction and management role of the heads of Party committees and authorities in the public and transparent implementation of state administrative procedures related to the land sector, digital transformation and building civilized urban areas.
At the monitoring session, Dr. Truong Minh Huy Vu, Deputy Director of the Ho Chi Minh City Institute for Development Studies, informed that although the unit continuously recruits for data technology positions, it has not been able to recruit yet, because the income of civil servants is quite low compared to the average income of this job position in other places.
"Civil servants and workers in the research industry are facing extremely difficult times. Basically, when there is a need to open a recruitment exam, even when there is a call for applications, no one applies. Currently, the salary of a civil servant in data technology is only 5 million VND/month, while the salary of a newly graduated engineer at Bach Khoa is more than 1,000 USD. The unit really needs engineers with expertise in science, technology and data but there are none," said Mr. Vu.

On the other hand, when recruiting new professionals, there needs to be a guide, but currently there is no experienced person to guide. To increase human resources, the Ho Chi Minh City Institute for Development Studies must invite experts and interns, because these subjects do not need to be permanent, and the budget is also flexible...
Regarding digital transformation, the leader of the Ho Chi Minh City Institute for Development Studies said that the unit has built personnel and a strategic plan, but encountered difficulties in implementation, especially when putting data from specific research units into national data, and there are currently no specific instructions.
Not to mention, the country's existing software does not have the function for the unit to manage collaborators. Therefore, Mr. Truong Minh Huy Vu proposed that the unit be allowed to build a separate management application, funded from socialized sources or public investment to make the digital transformation work effective.
On this issue, many members of the monitoring delegation also agreed that there should be specialized applications for specific industries to make management and operations more effective.
Mr. Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, Head of the monitoring delegation, also proposed that the Ho Chi Minh City Institute for Development Studies study more channels to record people's solutions to increase information capture and advise the city on the issue of building a smart city (because the unit is one of the four pillars implementing the smart city project of Ho Chi Minh City - PV).

At the same time, when researching forecasts on Ho Chi Minh City's economic growth, if there are difficulties, the unit needs to have a specific plan and roadmap to propose to the Ho Chi Minh City People's Committee for support.
The leader of the Vietnam Fatherland Front Committee of Ho Chi Minh City also expressed his wish that the unit should have more practical application research to serve people's lives.
"In the research process, it is necessary to calculate long-term solutions, sustainable foundations and how to apply research in practice," said Mr. Pham Minh Tuan.
