Minister of Education: Preschool teachers have the lowest salary, the highest pressure

Encourage socialization in developing preschooleducation

Expressing agreement with universalizing preschool education for children from 3 to 5 years old, delegate Nguyen Thi Quyen Thanh ( Vinh Long ) said that the policy is an important step forward in education, creating a solid foundation for the entire process of intellectual development, personality and capacity for lifelong learning of each citizen, demonstrating a vision for the long-term future for the young generation.

According to the delegate, completing universal preschool education for preschool children by 2030 clearly demonstrates the State's responsibility in caring for the future of the young generation.

"This is the premise to improve labor quality and human quality in the next 20 years, ensuring sustainable human development, towards the goal of our country becoming a high-income country by 2045," Ms. Quyen Thanh expected.

However, the female delegate pointed out that preschool education still faces many difficulties and major challenges. Typically, there is a large number of 3-4 year old preschool children (about 300,000 children) who have not yet attended school, mainly in remote, isolated, disadvantaged areas, children in special circumstances, who have not had access to preschool education...

According to the Government's Proposal, the estimated budget for universalizing preschool education for 3- to 5-year-olds will require about 25,000 billion VND and more than 21,000 additional positions will be needed to recruit preschool teachers.

"We have implemented the project to universalize preschool education for 5-year-old children in 2010-2015. But in reality, it was not completed until 2017, 2 years late due to difficulties in facilities, funding and staff.

Therefore, universalizing preschool education for children from 3 to 5 years old requires a system of policies, synchronous solutions and drastic implementation," the delegate recommended.

Agreeing with the three policy groups that the Ministry of Education and Training proposed in the draft resolution to focus on implementing, from local management practices, delegates suggested that the Government do a good job of communication.

From there, people understand that giving birth, raising children, and educating children requires close and regular coordination between schools, families, and society, encouraging businesses to pay attention and invest with the State in building kindergartens, especially supporting lunch and education costs for children in particularly difficult areas.

At the same time, Vinh Long delegates also proposed to research, develop and promulgate policies to encourage socialization and policies to develop preschool education in accordance with legal regulations on ensuring resources.

Urgently have a plan to compensate expenses for educational institutions

Delegate Nguyen Thi Viet Nga (Hai Duong) said that at public preschool and general education institutions in the national education system, tuition fees are still one of the important sources of revenue, directly serving the regular expenditure activities of the school.

According to Ms. Nga, if tuition fees are exempted according to this resolution, it means that source of income will no longer exist.

In particular, according to the draft resolution, it will take effect from the next school year. According to the delegate, there is not much time left to prepare. The state budget subsidizing tuition exemption for public general education institutions is an urgent matter that needs to be done immediately.

Delegates said that if the funding is delayed, it will certainly affect the teaching and learning activities of schools. Because normally, when a resolution of the National Assembly is issued or a law is passed, the waiting period for the decree guiding its implementation often lasts several months, in some cases up to a year.

Therefore, delegates proposed that the Government direct relevant agencies to promptly issue plans, guidelines, and funding compensation mechanisms for educational institutions, ensuring that when the resolution comes into effect, its implementation will take place smoothly and smoothly right from the beginning of the new school year.

Efforts to provide children with access to education, reducing the burden on parents

Speaking at the end of the discussion, Minister of Education and Training Nguyen Kim Son shared more about international experience in this field. Accordingly, he said that there are 38 countries in the world that are completely exempting tuition fees for preschool students. These are mostly high-income countries.

In addition, 90 countries provide partial tuition exemptions or subsidies for different groups in society.

“While the country’s economic potential is still facing many difficulties, there are still many tasks to invest in, and our income is not high, the Central Committee, the Politburo, and the Secretariat have agreed to exempt tuition fees. That is the concern, effort, creating conditions for children to access education and reducing the burden on parents,” Minister Son further emphasized, this demonstrates the superiority of the regime.

To implement the tuition exemption issue in time for this school year, Mr. Son said that the Ministry of Education and Training is actively developing a decree to replace Decree 81 and 97, trying to issue it in June to take effect at the same time as the resolution on tuition exemption passed by the National Assembly, which stipulates both the calculation framework for the three regions and the floor and ceiling of tuition fees. Currently, most tuition fees are calculated based on the floor level, according to Minister Son.

In the draft Resolution on tuition exemption and support for preschool children, high school students, and students of general education programs at educational institutions in the national education system, the Government estimates that the total state budget expenditure required to implement the policy is about VND 30,600 billion.

This figure, according to the Minister of Education, includes 10 provinces and cities that have implemented tuition exemptions using local budgets. For those places that have not yet balanced their budgets, the Minister also "encouraged" them not to worry because there are sources from the budget to compensate.

Sharing more about the preschool education sector, the Commander of the education sector said that there are many “bests”, namely the greatest shortage of preschool teachers, the lowest salaries, the greatest labor intensity, pressure and hardship. However, the Minister affirmed that this sector is currently receiving the most attention.
