The Ministry of Education and Training has just held a conference to summarize the Project "Training and fostering teachers and preschool education managers for the period 2018-2025". In the period 2021-2025, the rate of preschool teachers who are trained and have achieved a degree from a preschool pedagogical college or higher is 90.5%.
Deputy Minister Pham Ngoc Thuong affirmed that at all levels of education, teachers and educational managers are the decisive factors in the quality of education.
For preschool education, the teaching staff plays an even more important role because this is the basic and initial level of education, so training and improving the capacity and qualifications of preschool managers and teachers is extremely important.

According to Mr. Thuong, the standards for teachers and managers of preschool education are currently set lower than those of other education levels in the Education Law. Therefore, in practice, the capacity of managers and teachers of preschool education compared to the general level is not higher than that of other education levels, and there are still some teachers who do not meet the prescribed standards. This creates a contradiction between theory and practice.
In the new context, preschool education has received more attention but also faces many challenges with policies on teaching staff, universal preschool education for children aged 3-5, new preschool programs, requirements for digital transformation, making English the second language in schools...
“Therefore, the requirements for preschool teachers in the coming time will be even higher. In the comprehensive development of education and training, preschool education is not left out, the teaching staff must be upgraded,” said Deputy Minister Thuong.
The leaders of the Ministry of Education and Training requested that localities continue to raise awareness of the important role of preschool teachers. When teachers' capacity is improved, the primary beneficiaries will be preschool students.
Besides, localities also need to have specific and flexible policies to attract good lecturers and students to the preschool education pedagogy industry.
Regarding the training of staff, Deputy Minister Thuong requested that training is an important task, and fostering is a regular task. During the training process, it is necessary to review, update and have quality control. Training and fostering must be substantial in quality, not just in quantity, and must promote the qualities and capacities of the teaching staff, closely following the reality of preschool education in localities.
Besides, localities also need to have specific and flexible policies to attract good lecturers and students to the field of preschool education.
According to statistics from the Ministry of Education and Training, the country currently has nearly 348,000 teachers teaching preschool education. As of May 2025, the country is still short of more than 102,000 teachers at all levels, of which the shortage of teachers at preschool level is quite serious.
