Propagating and disseminating legal education through the model "Border Bright Map" - Last article: "Bridge" bringing law to border areas

(PLVN) - In addition to the task of protecting the border, the Thanh Hoa Provincial Border Guard pays special attention to the work of propagating and disseminating legal education (PBGDPL) to the people. Under the leadership and close direction of the local Party Committee and authorities, the border posts on the border have proactively and synchronously deployed professional measures, contributing to raising legal awareness and consolidating the strong position of people's hearts at the Fatherland's border.

The coordination of propaganda and legal dissemination between the Border Guard and agencies and departments in Thanh Hoa province has received the attention and direction of the Party Committee and leaders of the agencies. Border posts in the border areas have proactively deployed the contents in a timely, synchronous and effective manner. The coordination between the Border Guard and agencies and units has closely followed the requirements for implementing key political tasks and socio-economic development, especially the coordination activities to improve legal knowledge and legal dissemination skills for the team of reporters and propagandists of the agencies and units so that this team can become a bridge to propagate the law to people in the border areas.

Providing information to the Vietnam Law Newspaper, a representative of the Thanh Hoa Border Guard said: “In the first 6 months of 2025, the Thanh Hoa Border Guard has achieved positive results in its activities, in which the coordination between the Border Guard and relevant agencies in disseminating legal information to the people has had many positive changes. Units under the Thanh Hoa Border Guard have organized talks, activities, distributed leaflets and legal documents on areas such as drug prevention, human trafficking, illegal immigration, illegal exploitation of natural resources, environmental protection, and traffic safety.”

Implementing the 2025 legal education dissemination plan, Thanh Hoa Border Guard has organized full study and dissemination of contents; in the first 6 months of 2025, 3/6 topics were studied and educated in 42 sessions with 2,380 officers and soldiers participating, focusing on disseminating and educating the basic contents of the 2023 Civil Defense Law and the basic contents of the 2023 Law on Management and Protection of National Defense Works and Military Zones. In addition, propaganda and legal dissemination of other contents were also carried out for the people.

The contents of regular documents serving the management and protection of national borders are regularly conveyed to the people by the Thanh Hoa Border Guard, such as: the basic contents of the Vietnam Border Law 2020 and detailed regulations; Propagating and effectively implementing Directive No. 01/CT-TTg of the Prime Minister on "Organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation"; promoting high-level propaganda work, mobilizing fishermen to strictly comply with regulations on combating illegal, unreported and unregulated fishing (IUU) with 168 sessions attracting 17,486 listeners, distributing 25,586 leaflets and brochures to fishermen.

Implement the Project "Promoting the role of the People's Army in participating in the dissemination and education of law, mobilizing people to comply with the law at the grassroots level for the period 2021 - 2027" in 2025; Project "Organizing specialized training; propagating and disseminating the Vietnam Border Law and detailed regulations for the period 2021 - 2025" in 2025 in accordance with the instructions of superiors, ensuring seriousness, quality and effectiveness. In the first 6 months of 2025, Thanh Hoa Border Guard issued and provided grassroots units with 120,000 leaflets, propagating the Vietnam Border Law. Regularly innovate the content, form and methods of propaganda, gradually improving the quality and effectiveness of propaganda, dissemination and education of law.

Thanh Hoa Border Guard has effectively implemented the contents of propaganda, dissemination and legal education in the first 6 months of 2025, and actively propagated and disseminated to the people in the border areas to comply with and strictly implement the Party's guidelines and policies, the State's policies and laws, abolish backward customs, implement a new cultural lifestyle, participate with the armed forces in the area to firmly protect territorial sovereignty, fight against all types of crimes, maintain political security and social order and safety in the area.

The Thanh Hoa Border Guard's Legal Education and Dissemination Council has led, directed, and oriented the content, programs, forms, and measures of legal dissemination and education in line with the actual situation and characteristics of each unit; regularly inspected and urged to promptly detect and direct the overcoming of weaknesses and weak points in the implementation process.

Thanh Hoa Border Guard coordinated with local authorities to organize propaganda activities integrated into village meetings, community activities, and traditional festivals. The forms of coordination in propaganda and legal dissemination were implemented in a diverse and rich manner. In addition to traditional forms such as organizing conferences, training, and compiling documents, the Border Guard and agencies and units focused on implementing new forms of legal dissemination, especially increasing the application of information technology and digital transformation in this work; the coordination has enhanced the responsibility of each agency for legal dissemination work according to the provisions of the Law on Legal Dissemination and related legal documents. Thereby, raising awareness and sense of law compliance, contributing to ensuring political security, social order and safety, and promoting socio-economic development of the province.

The programs for coordination of legal dissemination between Thanh Hoa Border Guard and agencies and units continue to be built on the basis of closely following the requirements for implementing political tasks, socio-economic development of the province in general and legal dissemination in particular. In the coordination between Border Guard and units, there is always an emphasis on innovation in content, focusing on coordinating to build good, creative and effective models and practices, improving the quality of human resources performing legal dissemination work of the sectors and agencies participating in the coordination.

Sharing with the Vietnam Law Newspaper, Mr. Ngan Van Anh (a resident of Tu Chieng village) was excited when talking about the work of disseminating legal knowledge to people in the border area, along with the joy when Tu Chieng was chosen as the location to deploy the pilot model "Bright village in the border area".

“The border area project has brought positive signals to the spiritual and economic life of the people of Tu Chieng village. The initial implementation may have had difficulties, however, with the solidarity and determination of the army and people, legal policies, knowledge of culture and justice have been disseminated to the people, thereby raising awareness of the law."

Sharing more about the dissemination of legal education, Ms. Lo Thi Linh expressed: In the past, I had a time when I went astray, thanks to the guidance of the officials, I learned the right way to do business, bringing a prosperous life to my family.

Thanh Hoa is a province with an important strategic position in terms of national defense, security and foreign affairs. In the process of development, the locality has always received attention, many mechanisms and policies prioritizing investment of resources in border and mountainous areas, helping to change the locality's appearance in a positive direction. Propaganda and legal dissemination work for people in border areas plays an important role, helping people update and understand the law, thereby clearly understanding the Party's policies and the State's laws.

During the implementation of the “Border Brightness” model in the border communes of Thanh Hoa province, the coordination between the border guards and relevant functional agencies in the work of propaganda, dissemination and education of law has left many strong impressions. The coordination in propaganda and dissemination of law between the provincial Border Guard and departments, branches, especially the Department of Justice of Thanh Hoa province has greatly contributed to raising awareness and sense of law observance of the people, building a stable, secure, orderly and developed border area.
