The Prime Minister requested that there should be absolutely no negativity or mistakes when carrying out amnesty work.
To seriously and effectively implement the amnesty work in 2025 (phase 2), and effectively implement the humane and lenient policies of the Party and State towards criminals, the Prime Minister requested the Ministry of Public Security to perform well its role as the main advisor to the Government and the Standing Committee of the Amnesty Advisory Council.
The Ministry of Public Security is responsible for directly directing the consideration of amnesty proposals for prisoners serving sentences in prisons and detention camps managed by the Ministry of Public Security; urging, guiding, and inspecting ministries, branches, and localities to implement, promptly removing difficulties and problems that arise; in cases beyond its authority, it shall report to the Amnesty Advisory Council for consideration.
The Ministry of National Defense is responsible for directly and closely directing the consideration of amnesty requests for prisoners serving sentences in prisons and detention camps managed by the Ministry of National Defense.
The Prime Minister requested the Supreme People's Court to directly direct and guide people's courts and military courts at all levels to preside over the consideration of amnesty requests for people whose prison sentences are temporarily suspended.
The Ministry of Culture, Sports and Tourism directs news agencies and newspapers to fully report on the content of documents on amnesty in 2025 (phase 2) to contribute to raising awareness and responsibility of all levels, sectors, social organizations and the masses to eliminate inferiority complex towards amnestied people and pay attention to creating conditions to help them integrate into the community.

Localities continue to monitor, manage, educate, assist, provide vocational training and create jobs for pardoned people returning to the community to eliminate their inferiority complex, do honest work, limit re-offending and violating the law. For pardoned people with especially difficult circumstances, mobilize sectors, unions, and socio-economic organizations to pay attention and help them borrow capital to do business, stabilize their lives, and integrate into the community.
The Prime Minister also requested timely and strict handling of those who re-offend and violate the law.
