The Prime Minister demanded that absolutely no negative incidents or errors occur during the implementation of the amnesty process.
To ensure the serious and effective implementation of the 2025 amnesty program (phase 2), and to effectively carry out the humane and lenient policies of the Party and State towards offenders, the Prime Minister requests the Ministry of Public Security to effectively fulfill its function of leading the advisory role to the Government and its duties as the Standing Committee of the Amnesty Advisory Council.
The Ministry of Public Security is directly responsible for directing the review of pardon requests for prisoners serving sentences in prisons and detention centers under its management; urging, guiding, and inspecting ministries, sectors, and localities in the implementation, promptly resolving difficulties and obstacles that arise, and reporting to the Pardon Advisory Council for consideration in cases exceeding its authority.
The Ministry of National Defence is directly responsible for closely supervising the review of pardon requests for prisoners serving sentences in prisons and detention centers under its management.
The Prime Minister requested the Supreme People's Court to directly instruct and guide people's courts and military courts at all levels to preside over the consideration of pardon requests for individuals whose prison sentences have been temporarily suspended.
The Ministry of Culture, Sports and Tourism directs news agencies and media outlets to fully report on the content of documents regarding the 2025 amnesty (second phase) to contribute to raising awareness and responsibility among all levels, sectors, social organizations, and the general public to eliminate stigma towards those granted amnesty and to care for and help them reintegrate into the community.
The Prime Minister demanded that absolutely no negative incidents or mistakes be allowed to occur.
Local authorities continue to monitor, manage, educate, assist, provide vocational training, and create jobs for those granted amnesty returning to the community, helping them overcome feelings of shame, engage in honest work, and reduce recidivism and violations of the law. For those granted amnesty who are in particularly difficult circumstances, efforts are being made to mobilize relevant sectors, organizations, and socio-economic entities to provide assistance in obtaining loans for business ventures, stabilizing their lives, and reintegrating into the community.
The Prime Minister also demanded prompt and strict handling of those who repeatedly commit crimes and violate the law.
