The project to build roads to improve connectivity in the Southeast region of Soc Trang province and connect with Bac Lieu and Tra Vinh provinces is managed by the People's Committee of Soc Trang province from ADB loans. Accordingly, the project implementation period is from 2026 to 2031. The project location is in Vinh Chau town, Tran De district and Long Phu district (Soc Trang). The project will invest in building about 90km of roads, including 31.4km of coastal roads to effectively implement the goal of adapting to climate change and rising sea levels and ensuring long-term stability of Vinh Chau sea dyke and 39km of provincial road 935C connecting the coastal road with Dai Ngai bridge, creating a driving force for economic development.
The project investment objective is to promote economic development, promote the potential and existing advantages of Soc Trang province, help the locality prevent saline intrusion, high tides, protect people's lives and property, form a traffic axis serving coastal rescue work, connecting traffic between regions in the province, inter-provinces and national defense and security, creating conditions for socio-economic development in coastal areas. Facilitate the development of agriculture , forestry, tourism as well as wind power industry. At the same time, create a traffic axis linking large agricultural, forestry and fishery economic regions, meeting the travel and transportation needs of local people, promoting production and business activities, improving the lives of people in rural areas, especially the Khmer ethnic group, contributing to poverty reduction, creating momentum for socio-economic development.

Discussing at the meeting, delegates exchanged and clarified the feasibility, benefits of the project; environmental and social impacts when implementing the project; project implementation options; project implementation timeline... Thereby, ADB highly agreed with the project, the work ADB will perform and committed to coordinate and accompany the province in carrying out procedures and implementing the project.
Speaking at the meeting, Comrade Lam Hoang Nghiep thanked ADB for taking the time to discuss the project implementation progress with the province. Thereby, he proposed that ADB agree with the content and investment plan of the project according to the consultant's report. ADB should soon agree on the coordination mechanism with the province in implementing the project and promptly provide relevant documents to the province for submission to the Government for consideration and approval. Pay attention to supporting localities in accessing non-refundable funding sources to increase the efficiency of the project, and promptly issue documents guiding localities in accessing ADB loans.
Comrade Lam Hoang Nghiep requested ADB to agree with the project implementation timeline proposed by Soc Trang. The province committed that during the project implementation process, it would coordinate with ADB to ensure procedures are in accordance with regulations and ensure environmental and social criteria... to ensure that local people are not disadvantaged when implementing the project in the locality.
