The Standing Committee of the National Assembly reviewed 22 draft laws and resolutions to be submitted to the National Assembly at the 10th Session.

Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that immediately after the success of the 13th Central Party Committee Conference, the National Assembly Standing Committee opened the 50th Session - the final session in preparation for the 10th Session of the 15th National Assembly. The session is expected to last for 6 days.

At the meeting, the National Assembly Standing Committee will review, comment and decide on 37 contents.

Legislative work continues to be the key task, with the largest amount of time spent at this session. Specifically, the National Assembly Standing Committee reviewed and commented on 22 draft laws and resolutions to be submitted to the National Assembly for approval at the 10th Session; many of which are directly related to key areas such as: perfecting tax policies, organizational structure, human rights, innovation and national digital transformation.

To properly implement the spirit that General Secretary To Lam spoke at the 1st National Assembly Party Congress, that legislative work "does not only stop at overcoming overlaps, contradictions, and bottlenecks, but also must go ahead, pave the way, lead the country's development, encourage creativity, liberate all labor, and unleash all resources for development", National Assembly Chairman Tran Thanh Man suggested that members of the National Assembly Standing Committee, when discussing, need to demonstrate innovative thinking, long-term vision, create a synchronous, modern, and breakthrough legal framework, creating new momentum and space for national development.

The National Assembly Chairman emphasized that legislative work continues to be a key task, with the largest amount of time at this session.

The National Assembly Standing Committee also reserves time to complete the review of the remaining three draft laws and resolutions already included in the Agenda of the 10th Session and five draft laws and resolutions that the Government is proposing to add to the Session (in case the Government prepares the documents in time, the National Assembly agencies examine and ensure sufficient conditions) and a number of resolutions under the authority of the National Assembly Standing Committee.

At the meeting, the National Assembly Standing Committee gave opinions on reports on socio-economic affairs, state budget, people's petition work, and reports summarizing the implementation of 5-year plans submitted to the National Assembly.

Emphasizing that this is an important content, the basis for planning policies for the 2026 - 2030 period, towards achieving the country's 100-year strategic goals; some of the contents were discussed by the Central Committee at the recent Conference, the National Assembly Chairman suggested that the members of the National Assembly Standing Committee carefully consider to properly and fully institutionalize the major policies, guidelines and orientations decided by the Central Committee, especially issues on growth quality, labor productivity, green transformation, digital transformation, economic restructuring and ensuring social security; propose truly breakthrough solutions and policies, so that together with the completion of the legal framework from the draft laws submitted at this Session, a synchronous institutional and policy foundation can be formed, creating a strong driving force for the country in the 2026 - 2030 period.

The National Assembly Chairman said that the National Assembly Standing Committee will give opinions on four important issues to be submitted to the National Assembly: investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period; adjustment of the National Master Plan for the 2021-2030 period; submission to the National Assembly for ratification of the Agreement in the field of foreign affairs at the request of the President; and personnel work.

In addition, a number of other tasks were considered at the Session including: giving opinions for the third time on the preparation for the 10th Session of the 15th National Assembly; reviewing and deciding according to authority on 5 contents (guidance on determining the expected structure, composition and allocation of the number of people nominated to run for People's Council deputies at all levels for the 2026 - 2031 term; allocating estimates and plans for public investment with central budget capital in 2025; adjusting and consolidating the central budget public investment plan in 2025 of localities after the merger; environmental protection tax rates for gasoline, oil, and lubricants in 2026; giving opinions on the draft Decree of the Government stipulating a number of specific policies for industrial development in the defense sector).

In this session, the National Assembly Standing Committee focused on reviewing both content and organizational issues to prepare for the upcoming important Special Session. The work program has been carefully arranged, tight in terms of time and content; the workload is large, high pressure. Therefore, the National Assembly Chairman requested the agencies to uphold the spirit of responsibility, be proactive, coordinate closely, and be determined to complete the review of all contents on schedule as planned. The National Assembly Standing Committee will only consider adjusting the program if there is a valid reason.

The National Assembly Chairman stated that the 10th session is the last session of the 15th National Assembly term, taking place in the context that the country is preparing for the 14th National Party Congress; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026). These are extremely important events of special significance, requiring great efforts and determination from members of the National Assembly Standing Committee, the Ethnic Council and the National Assembly Committees. Agencies need to coordinate closely with the Government to complete a large amount of work, ensuring completion and quality.

"We are in the "sprint" stage to complete the contents and preparations for the 10th Session. National Assembly agencies must closely coordinate with the Government, make efforts, and speed up to complete documents and files, and soon send them to National Assembly deputies according to regulations," the National Assembly Chairman noted.

The National Assembly Chairman also requested members of the National Assembly Standing Committee, leaders of agencies and units to promote a high sense of responsibility, concentrate their intelligence, discuss frankly, contribute valid opinions, ensure that all contents presented to the National Assembly must be truly "mature" politically, solid legally, thorough in documents and feasible in practice, contributing to the success of the 10th Session, closing with full responsibility and results the term of the 15th National Assembly.
