On October 10, in Cao Bang province, the Ministry of Science and Technology (MOST) coordinated with the People's Committee of Cao Bang province to organize the "19th Northern Midlands and Mountainous Region Science and Technology Conference 2024".
Speaking at the event, Deputy Minister of Science and Technology Hoang Minh said: In the period of 2022-2024, in the context of the domestic and international situation, there are advantages and disadvantages, challenges intertwined with countless difficulties. In particular, in recent days, provinces in the Northern Midlands and Mountainous Region (MD&MNPB) have continuously suffered from severe floods due to the circulation of storm No. 3 (storm Yagi ), causing landslides, causing serious damage to people and property. In particular, many families of cadres, civil servants, public employees and workers of the Departments of Science and Technology of the MD&MNPB region; many enterprises, organizations and individuals operating in the field of science and technology have suffered heavy losses due to the recent historic floods.
The Deputy Minister also said that in the period of 2022-2024, science, technology and innovation (S&I) activities of the provinces in the region have focused on implementing tasks and solutions with the goal of making S&I an important driving force to promote economic growth, maintain social stability, and contribute significantly to the restructuring of agricultural and forestry production.
Many mechanisms and policies to support the development of science, technology and innovation activities have been issued; many solutions to encourage and support the search for technology, application, transfer of advances and techniques, and technological innovation in key and key sectors and fields; plans and solutions to improve the local innovation index have been proposed... Research and application activities of science and technology have been deployed, increasingly linked to production practices and life, bringing practical results contributing to the development of agriculture and rural areas; the work of advising and organizing the implementation of state management in the fields of science and technology continues to be invested in and improved.
However, the Deputy Minister also said that it is necessary to frankly admit that the Northern midland and mountainous region is still the poorest and most disadvantaged region in the country; the economic scale of the provinces is still small and the localities in the region have not yet balanced their budgets, low urbanization is among the lowest in the country; economic growth is not sustainable; economic restructuring in most localities is slow... Therefore, science, technology and innovation in the Northern midland and mountainous region in general and science, technology and innovation activities in the provinces in the region in particular still face many difficulties, shortcomings, and limitations; there is much work to be done and it needs to be done more drastically and substantially.
In addition to evaluating the results of science, technology and innovation activities of the Northern midland and mountainous region in the period of 2022-2024, the Deputy Minister suggested that delegates focus on assessing the advantages, difficulties and obstacles and sharing lessons learned and good practices of localities.

At the same time, it sets out key tasks and specific solutions in implementing the plan for science, technology and innovation development of each locality and the whole region for the period 2024-2026; solutions to improve the set of innovation indexes at the local level; solutions to improve the production and business environment, and enhance national competitiveness according to the direction of the Government.
Synchronously and effectively deploy activities of applying, transferring technology and technical advances, especially applying technology and technical advances in developing key and advantageous local products; strengthen cooperation and linkage between localities and regions, actively and proactively cooperate and integrate internationally in science, technology and innovation.
Applying science, technology and innovation to promote local potential
According to Mr. Trinh Truong Huy, Vice Chairman of Cao Bang Provincial People's Committee, the 19th Northern Midlands and Mountainous Region Science and Technology Conference in 2024 held in Cao Bang province is one of the major and important events of the province.
This is an important opportunity for Cao Bang to strengthen its links with other provinces in the region; exchange and learn experiences in applying science and technology, innovation to promote potentials and strengths, gradually narrowing the development level and living standards of Cao Bang people compared to other provinces in the region. This is also an opportunity for the province to promote and introduce its culture, landscapes, people, endemic products, and science and technology products to friends across the country, thereby supporting businesses and young entrepreneurs in the province to seek cooperation and investment opportunities.

The conference is also an annual activity organized by the Ministry of Science and Technology with 14 provinces of the Northern Midlands and Mountains, with the aim of evaluating the results of science and technology activities, innovation of the Region and each locality in the Region; continue to propose tasks and solutions to promote research, application of science and technology associated with production practices and life, contributing to the development of agriculture and rural areas; create new momentum and motivation to promote socio-economic development of each province and the whole Region; promote the development of a number of key economic sectors and fields with potential, advantages, and connectivity; contribute to making the Northern Midlands and Mountains a green, sustainable and comprehensive development region.
At the Conference, the Department of Science and Technology of Cao Bang province handed over the hosting unit of the 20th Northern Midlands and Mountainous Region Science and Technology Conference to the Department of Science and Technology of Dien Bien province./.
