Incubating dynamic startups in the Red River Delta

On May 11, as part of the series of activities of the National Startup Program 2023, the high-level forum "Building an innovative startup ecosystem in the Red River Delta" took place in Nam Dinh .

The program is organized by Business Forum Magazine in coordination with the Department of Science and Technology of Nam Dinh province, the Agency for Market Development and Science and Technology Enterprises (NATEC - Ministry of Science and Technology ), the National Advisory Council for Innovative Startups (VSMA) under the direction of the Vietnam Federation of Commerce and Industry (VCCI), the Ministry of Science and Technology and the People's Committee of Nam Dinh province.

Speaking at the forum, Mr. Bui Trung Nghia, Vice President of VCCI, said that on November 23, 2022, the Politburo issued Resolution 30-NQ/TW on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030 and vision to 2045.

The Resolution has identified the viewpoint of rapid and sustainable development of the Red River Delta as a truly leading development driving force, playing a role in guiding and leading the process of economic restructuring and transforming the country's growth model.

“Today’s forum, we will discuss and exchange to aim at building a strategy and action plan for the Red River Delta region to promote support for the startup community and business development, form an innovative startup ecosystem in localities, build and develop startup zones and centers, and innovation in the Red River Delta region in the spirit of Resolution 30-NQ/TW”, the Vice President of VCCI emphasized.

According to Mr. Tran Le Doai, Vice Chairman of Nam Dinh Provincial People's Committee, with advantages in history, culture and people, in recent years, Nam Dinh has promoted economic restructuring associated with growth model innovation, focusing on developing clean agriculture, strongly shifting to modern industrial development based on science and technology and innovation, digital transformation, environmental friendliness, focusing on perfecting development mechanisms and policies associated with promoting regional linkages, with breakthroughs to expand and optimize resources, effectively exploit potentials and strengths, and enhance competitiveness.

Nam Dinh province's economy has grown quite well in recent years, with a growth rate of 9.07% in 2022 compared to 2021, the highest growth rate ever. In addition, the economic structure has shifted towards reducing the proportion of agriculture, forestry and fishery; increasing the proportion of industry, construction and services. The province's GRDP in 2022 at current prices is estimated at 92 trillion VND, an increase of more than 9 trillion VND, equivalent to an increase of 11.01% compared to 2021.

The Fourth Industrial Revolution is taking place strongly and widely, bringing many opportunities and challenges to each country on the path of development. In the 10-year socio-economic development strategy for 2021-2030, science, technology, innovation and digital transformation are identified as the foundation for Vietnam to develop rapidly and sustainably.

The Vice Chairman of Nam Dinh Provincial People's Committee hopes that this is a good opportunity to promote innovative ideas, find solutions to improve labor productivity, optimize work performance, and at the same time reduce costs to the lowest level for organizations, agencies, departments as well as businesses and units.

Expressing the desire for localities in the region to exchange and share to perfect policies and strategies to attract, support and promote the development of innovative startups in the province, contributing to the overall development of the country and the region. Connecting startups with large corporations. Nam Dinh also wants to introduce the province's potential innovative startup ecosystem in the vibrant ecosystem of the country in general and the Red River Delta in particular.

Sharing about this issue, Mr. Tran Van Tung, Deputy Minister of Science and Technology, said: “The construction of a national innovation and startup ecosystem must be linked to and originate from the construction of a local ecosystem, which is the national resource that plays an initiating and suggestive role. Focusing on exploiting local resources will create sustainability and longevity for the development of the national ecosystem.”

According to Mr. Tran Van Tung, the Techfest initiative has been taking place for 8 years, and has received strong response not only locally, regionally, nationally but also internationally. Since the beginning of this year, with the desire to quickly restart after the pandemic, we have coordinated with many parties to organize Techfest in Laos and Korea. Nam Dinh is also the first place to host a regional Techfest in Vietnam.

“We believe that each Techfest event opens up many new opportunities, bringing resources closer together, and thereby building an increasingly developed ecosystem, creating a platform for our innovative startups to take off and reach far,” Mr. Tran Van Tung emphasized.

To do this, we need to prioritize focusing on people, developing training and education on innovative startups. This is the main force in building a system of scientific and practical foundations, the core in undertaking research, testing and applying new technological processes, new equipment and tools in production; improving and systematizing traditional technology, improving technological level; taking the lead in selecting, absorbing and applying new technological advances of the world to develop Vietnam's national economic sectors.

In addition, it is necessary to orient coordination and cooperation between localities, regional and central linkages. At the same time, having pilot mechanisms and policies specific to the region is extremely important./.
