Prioritize investment in building key databases of the judicial sector

Speaking at the working session, Director Vu Van Tan said that the two national databases on population (Ministry of Public Security) and civil status database ( Ministry of Justice ) have been completed, almost meeting the requirements on the profile components of about 5,800 current administrative procedures.

According to Mr. Vu Van Tan, this is an opportunity to build a "new house" that is more spacious and beautiful. If we continue to tinker around and repair the existing databases, the "old house" will easily collapse. From there, Mr. Vu Van Tan requested the Ministry of Justice to urgently review and recalculate to register capital to implement the task for 2026, ensuring a long-term vision because this is the face of the whole country.

In particular, the civil registration database is the original, essential data of people. Civil registration data is also cross-border data, which needs to be focused on upgrading and investing.

On behalf of the Ministry of Justice, Deputy Minister Nguyen Thanh Tinh presented a number of key issues related to coordination and implementation of related tasks. In particular, regarding administrative procedure reform, the Ministry has focused on reviewing, systematizing and simplifying administrative procedures based on data. During this process, the Ministry of Justice has received timely support and guidance from the Ministry of Public Security.

Specifically, units within the Ministry of Public Security have proactively promoted a high sense of responsibility, reviewed more than 700 administrative procedures, and from there provided extremely important initial directions, helping the Ministry of Justice to complete its assigned tasks on time. The Ministry of Justice hopes that the limitations and shortcomings in administrative procedure reform will soon be resolved.

Regarding the construction of databases, according to Plan No. 02-KH/BCĐTW, the Ministry of Justice is assigned to build two important databases to be completed in 2025, including: electronic civil status database and national database on handling administrative violations (transferred to the Ministry of Public Security).

The Ministry of Justice has completed two databases, Civil Status and Secured Transactions, and is currently in the updating phase to ensure that the data is "correct, complete, clean, alive, and shared". The Ministry of Justice will review to ensure that the quality of infrastructure and data is consistent among localities.

With 2 databases to be completed in 2025 (Execution of Judgments and Legal Aid), the Ministry of Justice will clarify issues such as whether there are any capital problems, whether the accompanying enterprises meet the requirements and most importantly, the coordination with the units of the Ministry of Public Security. The Ministry of Justice will proactively meet the technical requirements to be ready for connection, before requesting the Ministry of Public Security to speed up the implementation solution.

Regarding other databases under Resolution 24, although the priority level is lower, the Ministry of Justice determined that they must still be deployed and completed in 2026. The Ministry will include them in the list and develop an implementation roadmap soon.

Deputy Minister Nguyen Thanh Tinh added that on the side of the Ministry of Justice, Steering Committee 57, headed by Minister Nguyen Hai Ninh, despite being busy with many tasks, still holds meetings every week to urge progress and find solutions to remove obstacles. The Deputy Minister pledged that the Ministry will continue to proactively and actively coordinate to complete the assigned tasks.

Delegates attending the meeting reviewed, evaluated, and promoted the implementation of databases in Plan No. 02-KH/BCĐTW, Resolution No. 71/NQ-CP and related specialized databases, promoting the progress of completing tasks on digital data assigned by the Central Steering Committee, serving the construction of the National Data Center; urging the progress of implementing other related tasks of the unit according to the roadmap of Resolution No. 57-NQ/TW, Plan No. 02-KH/BCĐTW and Project 06 in 2025.

At the meeting, representatives of the Ministry of Finance and the Ministry of Science and Technology shared that the database of the Ministry of Justice was built many years ago, so the approach is not modern, and the budget for digital transformation, science and technology has not met the set expectations. The Ministry of Finance pledged to coordinate with the Ministry of Justice to prioritize investment in building key databases.
