On the afternoon of October 16, the National Assembly Standing Committee passed a resolution regulating the number of vice chairmen and vice heads of provincial and communal People's Councils and the arrangement of full-time provincial and communal People's Council deputies.
Details of the number of vice chairmen of provincial People's Councils
The Resolution clearly states that provinces and cities formed after the merger of three provincial-level administrative units shall have no more than four vice chairmen of the People's Council.
For provinces and cities after merging or consolidating two provincial-level administrative units, there shall be no more than three vice chairmen of the People's Council.
In localities that do not carry out mergers or consolidations, there are no more than two vice chairmen of the People's Council.
Regarding the number of deputy heads of provincial-level People's Councils, the resolution of the National Assembly Standing Committee clearly states that in provinces and cities formed after the merger of 3 provincial-level administrative units, there will be no more than 4 deputy heads.
Provinces and cities formed after the merger or consolidation of two provincial-level administrative units have no more than three deputy heads of departments.
The resolution recently passed by the National Assembly Standing Committee also clearly states the principles for arranging full-time People's Council delegates at provincial and commune levels.
Accordingly, the Provincial People's Council can arrange for full-time People's Council delegates to work in the following positions: Chairman of the People's Council; Head of the People's Council's committee and member of the People's Council's committee.
In case the Chairman of the Provincial People's Council is arranged to be a full-time People's Council delegate, the number of Vice Chairmen of the Provincial People's Council is reduced by 1 person.
If the head of the People's Council at the provincial and communal levels is a full-time People's Council delegate, the number of deputy heads will also be reduced by one person.
At the commune level, the People's Council at the commune level can arrange for full-time delegates to hold the positions of People's Council Chairman and Head of the People's Council's committee.
Vice Chairman of the People's Council, Vice Head of the People's Council at provincial and commune levels are full-time People's Council delegates.
In the transitional provisions, the resolution clearly states that in localities formed after the merger, if the number of vice chairmen of the People's Council and vice heads of the provincial People's Council at the end of the 2021-2026 term is more than the prescribed number, the number will be kept the same at the beginning of the 2026-2031 term, but there must be a roadmap to gradually reduce it.
By the end of 2030, this figure must comply with the provisions of the resolution.

Commune level has about 40 job positions.
Clarifying many contents before the National Assembly Standing Committee voted, Minister of Home Affairs Pham Thi Thanh Tra said that at the provincial level, when arranging leadership staff, there is accumulation to meet stability requirements.
But when the district level no longer exists, the formation of a new commune-level administrative unit requires a completely new personnel organization, including leadership, without the accumulation of the provincial level.
Ms. Tra said that the list of job positions at the commune level has recently been completed. According to calculations, there are about 40 job positions at the commune level, corresponding to 40 officials (for isolated communes, without previous mergers).
But later it must be calculated according to population size, natural area, economic scale and specific factors...
She informed that statistics at the commune level currently show an average of about 30.5 leadership positions, which is very large.
Therefore, she emphasized that it is necessary to implement decentralization and delegation of power associated with local responsibilities to suit each administrative unit, otherwise later the number of leaders in communes will also be a "very worrying" issue.
Regarding the number of deputy heads of the People's Council at the commune level, it is expected that there will be 2 full-time deputies as deputy heads, leading to a very large number of deputy heads. Therefore, the Minister believes that it must be considered in general, there may be places that only need one full-time deputy head and one part-time deputy head.
The National Assembly Standing Committee also voted to pass a resolution guiding the determination of the expected structure, composition and allocation of the number of candidates nominated to run for People's Council deputies at all levels for the 2026-2031 term.
According to the resolution, the proportion of female delegates in the official list of candidates must be at least 35%; strive for an election rate of about 30% at each level (provincial and communal levels).
Delegates who are non-Party members strive to reach a rate of not less than 10% at each level (provincial and communal levels); young delegates (under 42 years old) strive to reach a rate of not less than 15% at provincial and communal levels.
