There are still problems in site clearance for the expressway project through Quang Tri.

Although the site clearance for the main route has been basically completed, problems with a number of other auxiliary items have been affecting the progress of the completion of the North-South expressway project through Quang Tri.

Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu recently had a working session with departments, branches and localities in the province related to compensation, support and resettlement of the North-South Expressway Construction Project in the Eastern region, phase 2021 - 2025, section passing through the province.

The North-South Expressway Construction Project in the Eastern Region, phase 2021 - 2025, the section passing through Quang Tri province, has a total route length of 156.81 km and passes through 22 communes and wards; including 3 component projects: Vung Ang - Bung (42.44 km); Bung - Van Ninh (48.84 km); Van Ninh - Cam Lo (65.53 km) and a total of 11 intersections.

According to the report of the Department of Construction of Quang Tri, up to now, the site clearance work of the main route has been basically 100% completed. However, many auxiliary items are still stuck such as: site clearance for the rest stop at Km725+500 (Con Tien commune); service roads, fences in Bo Trach, Truong Phu, Kim Ngan communes... In the localities, some households have not agreed with the compensation plan or have received money but have not yet handed over the site, affecting the project's progress.

In addition, in Phu Trach, Trung Thuan, Bo Trach, Bac Trach communes; Ba Don ward... currently, leaders of these localities are handling specific petitions from people related to compensation for houses close to the GPMB boundary, construction vibration and cracking, granting land use right certificates in resettlement areas, adding access roads and auxiliary works.

At the meeting, representatives of departments, branches, units and localities pointed out difficulties and obstacles that need to be promptly resolved to ensure progress according to the Government 's direction.

Specifically, many households with houses close to the GPMB boundary requested support because of concerns about the construction shaking and cracking; some households have received compensation but have not yet handed over the site, causing obstacles to construction; many recommendations regarding the issuance of land use right certificates in resettlement areas, determining the type of land to be compensated, and errors in payment have not been completely resolved.

The work of approving plans and paying compensation in localities such as Bo Trach, Hoan Lao, Kim Ngan, Con Tien, and Ben Quan is still slow, affecting the construction of auxiliary items such as service roads, load testing stations, and drainage ditches.

The relocation of technical infrastructure (electricity lines, water pipes, fiber optic cables, etc.) out of the construction area has not been completed. In addition, the handover of sub-project documents and procedural instructions to the commune level after the transition to a two-level government model is still inconsistent, causing confusion in implementation.

At the meeting, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu directed the People's Committees of communes and wards where the expressway passes through, which are the investors of the GPMB sub-project, to proactively handle the remaining tasks according to regulations. At the same time, he requested departments, branches, investors of component expressway projects (Project Management Board 6, Ho Chi Minh Road Project Management Board) and local authorities to focus on completing GPMB before July 12, 2025.

Mr. Phu assigned the Department of Construction and the Department of Agriculture and Environment to take the lead and coordinate to guide localities to remove obstacles and ensure unity in implementation when switching to a two-level government model. In particular, localities need to strengthen propaganda and mobilization to create consensus among the people, ensuring the progress and effectiveness of national key projects.

The provincial leader also requested Project Management Board 6 and Ho Chi Minh Road Project Management Board to promptly transfer funds, assess the level of impact on households near the GPMB boundary and complete procedures to return the residential road affected by construction.

“The period from now until mid-July is the decisive period to ensure the goal of completing the route on schedule. If people have been compensated according to regulations but still do not hand over the land, it is necessary to organize dialogues, mobilize, and if necessary, develop a construction protection plan so that the project can be completed on schedule,” Mr. Phu emphasized.
