There are only a few months left until the Party Congresses at all levels for the 2025-2030 term. Together with localities across the province, the Van Don District Party Committee is actively implementing preparation work, with each step and stage being closely reviewed, especially personnel work and documents to be presented at the congress.
Implementing Directive No. 35-CT/TW (dated June 14, 2024) of the Politburo , Plan No. 439-KH/TU (dated July 23, 2024) of the Provincial Party Committee on organizing Party congresses at all levels, towards the 16th Quang Ninh Provincial Party Congress, term 2025-2030 and the 14th National Party Congress, the Van Don District Party Committee issued Plan No. 362-KH/HU (dated August 8, 2024) to promptly implement and ensure compliance with the prescribed time.
As a locality with unique characteristics, having sea, forest, and many ethnic groups living together; diverse and rich economic development industries, the Party Committee of Van Don district clearly identified the need to soon orient the ideological and political work on organizing party congresses at all levels so that cadres, party members, and people can clearly understand and proactively review and propose appropriate strategies for the road ahead.
Following the direction of the superiors, the Van Don District Party Committee is currently directing the sub-committees to improve the sense of responsibility of the members, clearly assign people, tasks, and contents of the implementation of each part of the work, especially the work of reviewing and selecting personnel to be elected to the Party Committee and preparing documents to be presented at the congress.
With the goal of building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, prestige, and equal to the tasks in the spirit of Resolution No. 26-NQ/TW (dated May 19, 2018) of the 12th Party Central Committee, the Van Don District Party Committee is reviewing the contingent of cadres in the planning, young people, ethnic minorities, with qualifications, capacity, and prestige to be elected at the congress. At the same time, reviewing incumbent cadres and Party Committee members who lack ambition, lack political courage, are far from the masses, and are not bold enough to face difficulties and challenges to be eliminated from the planning and not recommended for election to the new Party Committee.
Deputy Head of the Organizing Committee of Van Don District Party Committee Pham Thi Hang said: Personnel work for party congresses at all levels is a key task of the key, so the personnel subcommittee is carefully considering, screening, and selecting each stage and step for each comrade in the planning. The district's viewpoint is to select people to participate in the new term's Party Committee who are dedicated, have vision, have capacity, prestige, and are up to the task; not to let opportunists, those with group interests, localism, lack of self-cultivation, moral and lifestyle degradation, "self-evolution", "self-transformation" participate in the Party Committee.
The goal of Van Don district for the new term of the Party Committee is to achieve a female ratio of 15% or more at all levels and have female cadres in the Standing Committee; young cadres (under 42 years old for the district level, under 40 years old for the commune level) of 10% or more (calculated for the entire term); the ratio of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit. After the congress, any Party organization that has not elected enough number, ratio and Party Committee structure according to this goal must proactively prepare personnel during the term to complete and supplement according to regulations.
Regarding the documents submitted to the Party Congresses at all levels, the Party branches and Party Committees in Van Don district are urgently developing an outline and plan to review, synthesize and compile statistics on the results achieved in the 2020-2025 term. From there, comprehensively, objectively and honestly assess the situation, results achieved, advantages, disadvantages, limitations, causes and lessons learned; forecast the situation to propose directions, tasks, goals, targets, tasks and feasible solutions for the 2025-2030 term.
Comrade Truong Manh Hung, Secretary of Van Don District Party Committee, said: According to initial statistics, up to now, the targets and objectives set out in the Resolution of the 24th Congress of Van Don District Party Committee, term 2020-2025 have been basically completed. Currently, the locality is absorbing the guiding viewpoints, policies and major orientations of the superiors to deploy the steps and stages to successfully organize the Party Congresses at all levels in the district. The highest goal is to elect enough members, structures and numbers of the new term Party Committee with the highest quality and to propose policies, goals and indicators in line with the development orientation of Van Don Economic Zone.
