Mobilizing funding for post-war mine clearance in Vietnam

On October 21, the Standing Office of the National Steering Committee for Overcoming the Consequences of Post-War Bombs, Mines and Toxic Chemicals in Vietnam (Steering Committee 701) held a conference to mobilize funding for the work of overcoming the consequences of post-war bombs, mines and toxic chemicals in Vietnam.

Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense , Head of the Standing Office of the National Steering Committee for Overcoming the Consequences of Post-War Bombs, Mines and Toxic Chemicals in Vietnam, chaired the conference. Attending the conference were Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; representatives of a number of central and local ministries, branches, military agencies and units, domestic enterprises; embassies of foreign countries; international organizations, non-governmental organizations; experts and scientists.

Speaking at the conference, Deputy Minister of National Defense Hoang Xuan Chien acknowledged the efforts of all levels, sectors, and socio -political organizations from the central to local levels in implementing the National Action Program to Overcome the Consequences of Post-War Bombs and Mines in Vietnam for the 2023-2024 period (Program 504); thanked the governments of countries, international organizations, Ambassadors, defense attachés, etc. for their effective contributions to Vietnam in overcoming the consequences of bombs and mines; and called on domestic and international businesses, organizations, and individuals to continue to join hands in supporting resources to help Vietnam overcome the consequences of post-war bombs and mines.

Along with that, promote propaganda, education , and raise awareness for organizations and individuals, especially people in areas heavily contaminated with bombs and mines to prevent and minimize the impact of bombs and mines on people. Strengthen international cooperation in science and technology, training, coaching, handling of bombs, mines, and explosives; mobilize resources to speed up the progress of overcoming the consequences of bombs and mines caused by war. At the same time, effectively manage and use resources in technology, resources, means, and equipment to ensure transparency and trust with international countries...

The report at the conference by Major General Tran Trung Hoa, Commander of the Engineering Corps, General Director of the Vietnam National Mine Action Center stated that in the period of 2023 - 2024, under the direction of the Ministry of National Defense - the Standing Agency of the National Steering Committee for overcoming the consequences of post-war bombs, mines and toxic chemicals in Vietnam, the Vietnam National Mine Action Center has closely coordinated with ministries, branches, localities, and international organizations to comprehensively implement the goals and tasks of the program and plan to overcome the consequences of post-war bombs and mines, achieving encouraging results.

In particular, it has advised Steering Committee 701 and the Ministry of National Defense to develop and promulgate plans, projects, legal documents, and training programs as a basis for mobilizing funding and effectively and transparently using resources to promote post-war mine consequence relief activities; has mobilized 44 projects with a total committed aid value of 138.5 million USD; has organized education on mine accident prevention with more than 1,900 direct propaganda sessions, hundreds of mobile propaganda sessions, in newspapers and on television; thousands of sessions on loudspeakers and film screenings in communes, districts, and units; produced hundreds of propaganda messages and slogans.

In addition, the Ministry of National Defense has presided over and coordinated with ministries, branches and localities to carry out investigation, survey and mine clearance activities nationwide on more than 73,000 hectares. The focus is on the project "Bomb, mine and explosive clearance to serve the search and collection of remains of martyrs who died in the war to protect the Fatherland in Ha Giang province" in the period of 2020 - 2025, which has completed 3,200 hectares.

At the Conference, representatives of domestic and international organizations and businesses presented passionate speeches, directly sponsored or committed to sponsoring, clearly demonstrating their responsibility: "Joining hands to overcome the consequences of bombs and mines - leaving no one behind", a work with profound humanitarian and humane meaning.

The conference is an important forum to raise awareness and responsibility of all levels and sectors. At the same time, it enhances the effectiveness of international cooperation, mobilizes funding, and attracts resources, especially from 13 countries with comprehensive strategic partnerships with Vietnam.
