The stamps are part of the UNPA World Heritage stamp series on UNESCO World Heritage sites. The series began in 1997 and UNESCO says it “wishes to encourage the identification, protection and conservation of cultural and natural heritage throughout the world that is considered to be of outstanding value to humanity. This is embodied in an international treaty called the Convention Concerning the Protection of the World Cultural and Natural Heritage, adopted by UNESCO in 1972.”

The stamps were designed by artist Rorie Katz, using location photos from Adobe Stock. Each stamp measures 50 mm x 35 mm and is issued on a 20-stamp cover sheet. The stamps were printed by the Dutch stamp printing company Royal Joh Enshede using offset lithography in a run of 4,500 for the 78-cent and $1.70 stamps for the New York Post Office and 3,500 each for the other four denominations. Prestige booklets were printed in runs of 3,750 for the New York Post Office, 4,000 for the Geneva Post Office and 4,750 for the Vienna Post Office.

The six stamps celebrate the historic center of Mexico City, the pre-Hispanic city and national park of Palenque, the Monarch Butterfly Biosphere Reserve, the pre-Hispanic city of El Tajin, the Hospices de Cabanas in Guadalajara, and the historic town of Guanajuato. These sites are six of Mexico's 36 UNESCO World Heritage Sites.
